Poll finds broad support for Medicaid expansion

Registered voters in seven states want their governors to participate in the Medicaid expansion under President Barack Obama's healthcare law, according to polling released by the American Cancer Society Cancer Action Network. The survey found majority support for the Medicaid expansion in each of the seven states surveyed, some of which are on the fence about the expansion.

U.S. adults who qualify for Medicaid often must have incomes well below the federal poverty line, while adults who have no dependent children are allowed to receive benefits in only nine of the 50 states, according to a survey released by the nonpartisan Kaiser Family Foundation. The survey provides a snapshot of widespread coverage gaps in the national healthcare program for the poor, less than a year before Medicaid is scheduled to undergo a dramatic expansion under President Barack Obama's healthcare reform law.

Despite the reluctance of some Republican governors to expand Medicaid next year under the 2010 health law, most governors are making it easier for people to apply for coverage in the state-federal program for the poor, according to a study released. Residents of 37 states — four more than the year before — can now apply online for Medicaid or the Children's Health Insurance Program. And 28 states allow families to renew online, including eight states that added this capability in 2012.

Millions of low-income people could be required to pay more for healthcare under a proposed federal policy that would give states more freedom to impose co-payments and other charges on Medicaid patients. Hoping to persuade states to expand Medicaid, the Obama administration said state Medicaid officials could charge higher co-payments and premiums for doctors' services, prescription drugs and certain types of hospital care, including the "nonemergency use" of emergency rooms. State officials have long asked for more leeway to impose such charges.

House Republicans' plan to balance the budget in 10 years would require faster and steeper cuts to Medicare and Medicaid than have been contemplated so far and would make replacing the Medicare physician pay formula that much more difficult, lobbyists say. The House passed legislation Jan. 23 to ignore the debt ceiling until May 19, and House Speaker John Boehner enticed conservatives to vote for it by committing to balance the budget in 10 years.

Most states are upgrading their Medicaid eligibility and enrollment systems as required by President Barack Obama's healthcare law, according to a new survey. The Kaiser Family Foundation found that 47 states have received or applied for increased federal funds to modernize their Medicaid enrollment systems, and 42 have undertaken changes.
