Governors of both major political parties are warning that a little-noticed regulation proposed by President Donald Trump’s administration could lead to big cuts in Medicaid, reducing access to health care for low-income Americans.
The arcane fiscal accountability rule proposed by the Centers for Medicare and Medicaid Services, or CMS, would tighten federal oversight and approval over complex financing strategies states have long used to help pay for their share of the $600 billion program. Also targeted are certain payments to hospitals that treat many low-income patients. Public comments closed last week amid a chorus of criticism from hospitals, nursing homes, insurers, doctors and advocates for the poor.

A proposed change in Medicaid rules could cost Texas hospitals billions of dollars, forcing many to cut services and some rural hospitals to close their doors, health care industry officials said.
The change, aimed at increasing the transparency of how the program's money is spent, narrows the definition of state and local funds that can be used to determine federal matching funds. That, in turn, would reduce federal funding and cost Texas hopsitals an estimated $11 billion a year, industry officials said.

The budget for the Idaho Department of Health and Welfare's Division of Medicaid will surpass $3 billion for the first time.
More than $2 billion of that is coming from the federal government. Administrator Matt Wimmer on Monday also told the Legislature's budget-setting committee that Medicaid expansion was going well with about 62,000 people having signed up since Jan. 1.

Currently, Illinois Medicaid is not guaranteed to cover clinical cancer treatment.
That would change is Sen. Andy Manar's bill gets passed into law. The bill would require the state to cover approved experimental treatment.
The bill passed out of committee on Wednesday, and now will head to the Senate floor. If it passes through both the House and Senate, Illinois will become the 14th state to make the change.
