California won't require some home, community services in duals demo

California's latest duals demo plan does not require participating private plans to pay for certain home and community based services that are now mandatory, spurring concerns among advocates for the disabled that plans lacking experience with dually eligible beneficiaries may not realize that in the long term it may be cheaper to cover those services.

Simpson, Bowles offer new $2.4 trillion deficit-reduction plan

Alan Simpson and Erskine Bowles, the co-chairmen of President Barack Obama's deficit-reduction commission, unveiled a new framework that would cut deficits by $2.4 trillion over the next decade. A quarter of the deficit reduction — $600 billion — would come from healthcare savings, with Bowles and Simpson calling for lower provider payments, higher premiums for higher earners, savings from lower drug costs and "adjustments to account for an aging population."

The Affordable Care Act will usher at least 7 million more Americans into Medicaid next year, but the question of whether enough doctors will be there to welcome them is keeping some state health policymakers up at night. A report published last year in Health Affairs signaled trouble ahead. According to that study by Sandra Decker, an economist at the National Center for Health Statistics, only two out of three primary care physicians surveyed in 2011 were willing to accept new Medicaid patients.
Key legislative committee to consider Medi-Cal expansion

A key California Assembly panel will consider legislation that would dramatically expand Medi-Cal, the state's public insurance program for the poor. The proposal, authored by Assembly Speaker John A. Perez, is part of a legislative package that aims to help California implement President Barack Obama's healthcare overhaul.

No opposition to creating a KanCare oversight committee

It appears a proposal to create a new Kansas legislative committee to oversee the implementation of KanCare could have smoother sailing this year than last. A hearing on House Bill 2025 was held in the House Health and Human Services Committee and lawmakers heard it endorsed by officials from the Kansas Department of Health and Environment and the Kansas Department for Aging and Disability Services, the state's two main Medicaid agencies.
Missouri House budget plan skips Medicaid expansion

Following through on Republican opposition, the top budget writer for the Missouri House outlined a spending plan that omits Gov. Jay Nixon's proposed Medicaid expansion. The plan by Budget Committee Chairman Rick Stream also provides a smaller increase for public colleges and universities, early childhood initiatives and various other programs that the Democratic governor had proposed for the 2014 fiscal year.
Mississippi Democrats push GOP for Medicaid expansion vote

Mississippi House Democrats said they're trying to bring pressure on Republicans to revive a Medicaid bill that's blocked in a committee. Republicans, meanwhile, say Democrats are playing politics with a government health insurance program that covers about one in every five Mississippi residents.
Study: Medicaid expansion would enrich state of Georgia

The theme of the Affordable Care Act as a job creator in Georgia gained steam after release of a report on the projected benefits of Medicaid expansion. An estimated 70,000 new jobs would be gained if Gov. Nathan Deal approved expansion of the state's Medicaid program, according to the report, from Georgia State University's Bill Custer. The study, commissioned and released by Healthcare Georgia Foundation, also said expansion would produce an economic impact statewide of $8 billion annually.
South Dakota lawmakers exploring Medicaid expansion

South Dakota lawmakers, including leaders from both parties, announced they are continuing to seek more information about the possible expansion of Medicaid. A group of 19 lawmakers said they have formed a committee to learn more about the advantages and drawbacks of expanding Medicaid.
