During a debate that stretched from midday into the evening, the coalition prevailed in a rules fight and fought off several amendments aimed at making the bill more palatable to conservatives before voting 70-54 to advance it to a final vote on Thursday.

Legislation authorizing Georgia Republican Gov. Brian Kemp to pursue a Medicaid waiver has received approval from a state House panel. It would give Georgia more flexibility to use federal funding but also cap who's eligible.
Georgia is one of 14 states that haven't fully expanded Medicaid under the 2010 Affordable Care Act, which called for Medicaid coverage for those making slightly above the federal poverty level.
