Arkansas House approves Medicaid expansion

The Arkansas House has voted, 77-23, to approve the appropriation bill, HB 1219, to pay for a federally financed expansion of Medicaid health insurance coverage under President Barack Obama's healthcare legislation.

Minnesota Senate bill proposes HMO surcharge

A Senate budget bill put forward would slow the growth in spending for health and human service programs primarily by placing a surcharge on HMOs in Minnesota. The bill also would repeal an agreement reached two years ago to end a special state tax on healthcare providers in 2020.
Despite health challenges, southern states resist Medicaid expansion

Roughly 300,000 Mississippi residents likely will qualify for Medicaid next year when the healthcare overhaul extends coverage to adults who earn up to 138 percent of the federal poverty level. But Mississippi and eight other contiguous southern states, all led by Republican governors, have decided not to implement the Medicaid expansion, even though the federal government has pledged to pay all medical costs for the newly eligible enrollees in 2014, 2015 and 2016 and no less than 90 percent of their costs thereafter.
Senators appointed to commission that will monitor Virginia Medicaid reforms

Senate Finance Committee chairman Walter Stosch has named Sens. Emmett Hanger, Janet Howell, Louise Lucas and John Watkins as the last four voting members to the Medicaid Innovation and Reform Commission. They have been appointed to a state commission that will oversee Medicaid reform and expansion in Virginia.
Maryland governor to sign Medicaid expansion, HIX funding

Maryland Gov. Martin O'Malley is expected to sign legislation expanding Medicaid eligibility and funding the state health insurance exchange with funds from an existing insurance tax.
The Maryland Health Progress Act, which recently passed the state House and Senate, would be one of the final steps in the O'Malley Administration's health reform plans and implementation of the Affordable Care Act.
New Florida report finds hidden savings in Medicaid expansion

State lawmakers may have overlooked more than $430 million in yearly savings for Florida taxpayers by not accepting the federal dollars promised through the Affordable Care Act. The savings, says the Medicaid director at Florida's Agency for Health Care Administration, come from the Obama administration's recent pledge to pay the full cost of "medically needy" recipients annually.

Michigan panels reject governor's Medicaid expansion

Republican-led legislative panels have rejected Gov. Rick Snyder's plan to expand Medicaid eligibility to 320,000 Michigan residents next year. The panels, however, left open the option of reversing course in coming months if changes can be made to the health insurance program for the needy.
Nebraska Medicaid backers will add safeguards to bill

Nebraska supporters of the expansion of Medicaid said they are willing to include cost safeguards within the bill, including a mandatory review of the program if its expenses were to skyrocket and a possible requirement that the state withdraw if the federal government fails to fund it as promised.
