Federal officials denied Kansas' request to implement the first-ever lifetime limits on Medicaid coverage, delivering a reality check with larger implications for how far the GOP can go trimming the health program for the poor. It marked the first time the Trump administration has categorically denied Medicaid cuts pushed by a red state. The decision — delivered in a brief letter from the Centers for Medicare and Medicaid Services without elaboration — dismayed some conservatives and frustrated state lawmakers, who say it's virtually impossible to know what will get approved without an onerous back-and-forth with federal officials.

President Donald Trump wants to employ a rarely used budget maneuver called "rescission" to eliminate $15 billion in federal spending, including $7 billion from the popular Children's Health Insurance Program (CHIP). Administration officials insist the cuts wouldn't negatively affect any programs — rather, they would merely return money into the Treasury that Congress appropriated but is no longer needed. But child health advocates are wary, particularly since the proposal comes a few months after Congress let funding authorization for CHIP lapse, which forced states to request millions in emergency contingency funds to keep children covered.

American Indians are among those the opioid epidemic has hit the hardest, though scant attention has been paid to how the crisis is ripping through their communities. At least 20 tribes have formally sued opioid manufacturers and distributors, with at least 10 more suits under contract and expected to be filed soon. They're joining a long list of hundreds of cities, counties and other health care stakeholders who have sued, an effort to recoup money spent fighting the opioid epidemic and force new reforms aimed at turning the tide of the crisis.

The nation’s opioid crisis is well documented, but the effect on pregnant women and infants has been overlooked. Opioid use disorder in pregnancy has increased along with an increase in neonatal opioid withdrawal, or neonatal abstinence syndrome (NAS). Medicaid covers roughly half of all births, and more than 80 percent of NAS births, so the motivation of those working with the program to help and find solutions is high. This post on the effect of the opioid crisis on pregnant women and babies in Medicaid covers barriers in care delivery, policy obstacles and recommendations to improve outcomes.

Illinois Gov. Bruce Rauner has received federal approval to use $2 billion in Medicaid funding differently, a longtime goal that his predecessor, Pat Quinn, originally sought. The state plans to boost behavioral health services and combat the fast-paced opioid crisis as part of the new Better Care Illinois Behavioral Health Initiative. After all, about 25 percent of low-income and disabled people on Medicaid in Illinois have behavioral health needs, but they account for 52 percent of all spending, according to the state.

Activists known as the Medicaid 23 returned to the Missouri Senate, four years and two days after staging a demonstration in the Senate gallery after lawmakers' refusal to expand Medicaid. Their goals haven't changed much in the years since the initial demonstration. At the Capitol, they urged lawmakers to oppose a number of bills that would impose work requirements on Missourians who use Medicaid and impose similar requirements for recipients of food assistance programs.

Three of the four leading candidates for Nevada governor pledged to protect the state's expanded Medicaid program if elected in November. Republican state Treasurer Dan Schwartz as well as Democrats Clark County Commissioner Chris Giunchigliani and Clark County Commission Chairman Steve Sisolak spoke to about 400 people representing churches, nonprofits and schools who make up a group called Nevadans for the Common Good.
