A House Republican task force is weighing what types of Medicaid reforms could be possible in 2017, though the November election will play a major role in what can be done, its leader said Tuesday. Reauthorizing the Children's Health Insurance Program and some Medicare extenders could provide provide opportunities for some additional reforms to the Medicaid program, Rep. Brett Guthrie (R-Kentucky) said Tuesday at a Mercatus Center forum about policy reforms. But he conceded that which political party controls the Senate and the White House — and whether Republicans retain their House majority — will dictate how much can be done.

The House on Tuesday easily cleared three bills aimed at reducing opioid addiction, the first of more than a dozen bipartisan bills up for consideration this week. Lawmakers voted overwhelmingly, 410-1, to approve legislation by House Majority Leader Kevin McCarthy (R-California) and Minority Whip Steny Hoyer (D-Maryland) which calls for a broad, five-year study into federal grants dedicated to preventing opioid abuse. Two other bills passed by voice vote earlier Tuesday.

The House on Wednesday overwhelmingly approved a bill to create a national task force on opioid policies, which advocates hope will spur a major overhaul to the government's approach to addiction. Lawmakers voted, 412-4, to support the bill from Rep. Susan Brooks (R-Indiana), one of 18 House bills this week aimed at halting the scourge of drug overdoses over the last decade.

The White House on Wednesday blasted a lack of new funding in Republican legislation in the House to address the national opioid addiction crisis. White House press secretary Josh Earnest did not say whether President Obama would refuse to sign the bills. But he dismissed the measures, saying they lack "substance."

A bill submitted Tuesday in the North Carolina House would expand the state Medicaid program to cover an additional 500,000 North Carolinians. However, because key Republican legislative leaders have said expanding the program is a nonstarter, the chances are slim that the bill will emerge from a House committee during this short session.

New Mexico's fast-growing effort to improve early childhood health and development by offering home visits from nurses and counselors would likely be eligible for federal matching funds under Medicaid, a policy expert told lawmakers on Wednesday. Policy analyst Kay Johnson told legislators and Children, Families and Families Secretary Monique Jacobson that New Mexico could receive as much as 70 cents in federal funding for every dollar spent on home visits. Mounting research shows early family counseling visits can later provide major health and educational benefits, and also prevent child abuse or emotional trauma.

The number of Iowa parents seeking religious exemptions to vaccination requirements continues to climb, despite efforts to dispel worries the shots cause health problems. A new state report shows 6,737 Iowa school children obtained religious exemptions to vaccinations this school year, up 13 percent from the year before and more than four times the number 15 years ago.
