Craig A. Kennedy, MPH, President and CEO of Medicaid Health Plans of America (MHPA), the premier trade association dedicated exclusively to advocating on behalf of Medicaid plans, has announced that AlohaCare of Hawaii is the latest Medicaid managed care organization (MMCO) to join the organization. Francoise Culley-Trotman, AlohaCare's interim CEO, will begin serving as the 10th member of MHPA's Board of Directors.

On Friday, MHPA sent a letter to the Secretary of the U.S. Department of Health and Human Services (HHS) encouraging the Secretary to take action to ensure access to care today and in the future for vulnerable Medicaid and Dually Eligible populations who access care and services through the Medicaid health care delivery system. The letter calls for the transparent and targeted distribution of available funds that were included in the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the Paycheck Protection Program and Health Care Enhancement Act for health care providers. In this letter, MHPA also recommends the application of guardrails to support the appropriate and responsible distribution of funds to maximize their effectiveness. Read the letter here.

Last week, MHPA joined with the National Association of Medicaid Directors (NAMD), several Medicaid safety net provider associations and other industry stakeholders in a letter to the HHS Secretary asking the Administration to expeditiously distribute emergency funding provided by Congress to support Medicaid providers, including through the Public Health and Social Services Emergency Fund. The Missouri Budget Committee heard testimony Tuesday in regard to House Joint Resolution 106. The resolution would require some working-age adults who receive Medicaid benefits to complete work requirements or risk losing coverage. It also would halt Medicaid payments for hospital services provided to non-Missouri residents.
If passed by legislators, the measure would be placed on the state ballot in November, likely alongside Medicaid expansion. Just last Friday, supporters of expansion turned in nearly twice as many petition signatures needed for it to be presented to voters. Election officials are checking the signatures.

A top Republican legislator who worked with Democratic Gov. Laura Kelly on a plan for expanding Medicaid in Kansas announced Friday that he is not seeking re-election. Kansas Senate Majority Leader Jim Denning said it's time for him to focus again on his wife and business. The Overland Park Republican is the retired CEO of an eye care and optical surgery company and was expected to have a tough re-election race this year.

Thirty-one public health organizations, including the American Heart Association and the American Diabetes Association, addressed New York Gov. Andrew Cuomo in a letter, urging him to maintain funding for Medicaid and other public health programs, suggesting higher taxes on tobacco products as a way to fund them. Before the COVID-19 crisis began, the state faced a $6 billion budget deficit, with Medicaid spending responsible for about $4 billion of that shortfall. Earlier this year, Cuomo formed the Medicaid Redesign Team with a goal of finding $2.5 billion in state Medicaid savings.
