In an effort to better provide healthcare to Georgia's exploding population and as a way to balance the state's budget, conservative lawmakers are renewing temporary Medicaid payment increases and looking at expanding the program, according to a Republican state Senate leader.
Sen. Renee Unterman, chairwoman of the Senate's Health and Human Services committee, said that while she's been critical of Medicaid expansion, she's seeing hospitals close and people waiting to see providers.

The Obama administration has signed off on California's expansion of a tax on health plans that contributes hundreds of millions of dollars to Medi-Cal and other programs, with plans receiving offsetting breaks on other state taxes. Tuesday's announcement, after about two months of review by the federal government, comes a few days after Gov. Jerry Brown released a revised budget that assumed revenue from the health tax passed by lawmakers Feb. 29. The tax on managed-care organizations will bring in an estimated $1.1 billion for Medi-Cal, the state's healthcare program for the poor, as well as allocating more money to people with developmental disabilities and other programs.

Kansas will forgo more than $120 million in combined state and federal money for its Medicaid system in the wake of state budget cuts that spared public education. Gov. Sam Brownback's office simultaneously announced his signing of the budget and $97 million in cuts to state spending on Wednesday.
More than half of that will come out of the state's Medicaid system, which provides health coverage for low-income Kansans and accounts for 20 percent of the state’s general fund budget. Brownback cut higher education and most state agencies by 4 percent, excluding public safety, K-12 education and state hospitals. These moves are expected to leave the state with $87.5 million in its general fund at the end of June 2017.

More than 60 percent of Texans support an expansion of Medicaid here and plan to take those views into the voting booth in November, a new survey commissioned by the Texas Medical Center Health Policy Institute finds. The survey results, unveiled Wednesday at the annual Medical World Americas convention in Houston, show the public at odds with the state's Republican leadership, which has steadfastly refused to consider such an expansion, calling it wasteful and a bad solution.

Louisiana's health department is withdrawing a request for the ethics board to determine if donations helping to pay for the rollout of Gov. John Bel Edwards' Medicaid expansion comply with state ethics laws. While Health and Hospitals Secretary Rebekah Gee told lawmakers recently that no request had been made of the ethics board, a Jan. 25 letter posted on the Board of Ethics website shows the health department asked for the opinion.

Colorado's Medicaid agency is expanding a chronic pain management program that connects primary care providers with specialists to guide treating clients with pain issues as well as those struggling with opioid addiction. The Colorado Department of Health Care Policy and Financing announced the expansion in a news release on Tuesday. The second phase of the program will connect primary care providers who are licensed to prescribe buprenorphine combination products, such as Suboxone, with specialists.

Patients who receive care at migrant health centers located in Medicaid expansion states are increasingly likely to have Medicaid, according to a report published today by the Geiger Gibson/RCHN Community Health Foundation Research Collaborative at the Milken Institute School of Public Health (Milken Institute SPH) at the George Washington University. The researchers examined national survey data on the nation's agricultural workers and analyzed data from community health centers, including trends over time in insurance coverage of patients at health centers that specialize in caring for agricultural workers and their families.

Valeant Pharmaceuticals is planning to spend as much as $10.8 million in bonuses to three of its top executives amid big threats to the company's financial future. The Canadian drugmaker plans to pay up to $4.8 million to its company chairman, $3.8 million to its chief financial officer and $2.25 million to its executive vice president over the next year, according to a financial disclosure form filed this week.
