A House committee on Wednesday advanced a long-controversial mental health reform bill, 53-0, that Republicans have cast as their response to mass shootings. The original version of the legislation, from Rep. Tim Murphy (R-Pennsylvania), was introduced in 2013 following the mass shooting in Newtown, Connecticut, but it has been delayed for years because lawmakers on both sides of the aisle have opposed it.

The federal government, which spends billions of dollars each year covering unintended pregnancies, is encouraging states to adopt policies that might boost the number of Medicaid enrollees who use long-acting, reversible contraceptives. LARCs, as they are known, "possess a number of advantages," Vikki Wachino, deputy administrator for the Centers for Medicare & Medicaid Services, wrote to state programs in a recent bulletin. "They are cost-effective, have high efficacy and continuation rates, require minimal maintenance, and are rated highest in patient satisfaction."

Jeff Myers, CEO of Medicaid Health Plans of America (MHPA), announced that Inland Empire Health Plan (IEHP) joined the trade association and IEHP CEO, Dr. Bradley P. Gilbert will serve on the MHPA Board. MHPA is the premier trade association dedicated to sharing the excellence and diversity of services offered by Medicaid managed care plans before federal and state governments.
IEHP represents over 1.16 million Medicaid enrollees. The organization was the first Medicaid HMO in California to earn National Committee for Quality Assurance Accreditation, the nation's leading quality monitoring organization for health plans.

Hospital costs for uncompensated care have decreased in states that opted to expand Medicaid under the Affordable Care Act, but have remained stagnant in the states that have not, a report released today by the Kaiser Family Foundation says. Uncompensated care is how hospitals measure the care provided throughout the year for which they don't receive any payment, which can lead to hospitals incurring bad debt.

The Tennessean
The number of Tennessee children covered by Medicaid grew by more than 4 percent from 2014 to 2015. There were 925,671 children covered via TennCare or the Children's Health Insurance Program in 2015, according to the U.S. Centers for Medicare and Medicaid Services. There were 888,306 covered in 2014. Federal officials attribute the increase, particularly the growth in coverage around the country, to more families being able to access coverage through the Affordable Care Act.

Patient advocacy groups in Kansas remain concerned about a Medicaid drug policy scheduled to take effect July 1. Known as "fail first" or "step therapy," the policy requires providers participating in KanCare, the state's privatized Medicaid program, to start patients on less expensive drugs before moving them to more expensive alternatives if medically necessary.
