The expansion of Medicaid benefits has been linked to a reduction in child neglect in states that expanded such health coverage for poor Americans under the Affordable Care Act, new research indicates.

The research shows how expansion of Medicaid programs bolster "parental financial stability and access to mental health care," study authors wrote.

Even though most of Gov. Matt Bevin's proposed changes to Kentucky's Medicaid system are still locked in a court battle, treatment for drug addiction will be expanded under the program starting July 1.
Kentuckians on Medicaid are currently eligible for some substance use disorder treatment, but the expansion will include coverage for methadone, an addiction medication not previously covered by Medicaid, and up to 30 days at a residential drug treatment facility.

A group seeking a public vote on whether to expand Medicaid to tens of thousands of low-income Oklahomans first must clear a legal challenge spearheaded by a conservative think-tank that has long opposed the expansion idea.
The Oklahoma Supreme Court heard arguments Tuesday on whether the group can proceed with gathering the nearly 178,000 signatures they will need to get the question on the ballot. The Oklahoma Council of Public Affairs think-tank is challenging the proposal, arguing the proposed ballot language doesn't accurately describe what the measure does.

Utah's Medicaid expansion plan had a final public hearing Monday night in Salt Lake City. After the window closes for online comments at the end of the month, officials with the health department will then submit the proposed changes to the federal government for approval as a waiver.
The waiver would allow major changes in the program, including the option to cap the number of people who could get access to the low-income health program, a funding cap on how much money Utah would get from the federal government, and a controversial work requirement, among a dozen other changes.

Legislators are nearing an agreement that would suspend rather than terminate the work requirement for those under the expanded Medicaid program until June 2020.

The penalties for failure to meet the 100-hour-a-month work requirement are scheduled to go into effect this summer.

Pennsylvania's secretary of human services last week urged a Senate committee to reject a proposal by state Sen. David G. Argall to add a work requirement to Medicaid. Legislation to be offered by Argall, a Schuylkill County Republican who also represents part of Berks County, would require Medicaid recipients to work, seek employment, attend job training programs or volunteer in their community in order to receive benefits.

Providing treatment to people with addiction who are involved with the criminal justice system can help address the epidemic of opioid use disorder (OUD) and increasing rates of overdose in the U.S. Many people with OUD and other substance use disorders (SUD) are involved with the criminal justice system. The period that immediately follows incarceration poses extremely high health risks for them. The ACA Medicaid expansion provided new opportunities to connect individuals leaving incarceration to coverage and services that can mitigate these risks and help people successfully transition into the community with services to support recovery and treatment.
