Kansas and Missouri, two of just 14 states that have not expanded Medicaid, would receive added incentive to make the move under legislation introduced Wednesday by House Democrats.
When Medicaid expansion was rolled out in 2014, the federal government picked up 100% of the costs for the first three years to expand coverage for low income Americans. The federal share has gradually decreased to 90%.
The Patient Protection and Affordable Care Enhancement Act would allow states that enact expansion to begin with the original 100% federal share.

A federal program to assuage the economic fallout of the coronavirus pandemic has thus far prevented a surge in Pennsylvanians seeking state benefits, but officials believe that surge is on the horizon.
Department of Human Services Secretary Teresa Miller said during a press conference Wednesday it is typical to see a delay between an economic recession and a sharp increase in people seeking benefits, such as through Medicaid, the Supplemental Nutrition Assistance Program (SNAP) and the Children's Health Insurance Program (CHIP).

Kentucky has settled a long-running dispute with 54 rural hospitals by agreeing to pay them $383 million, after they claimed they were underpaid by Medicaid, Gov. Andy Beshear announced Wednesday.
Kentucky will pay about $94 million of that amount, and the federal government, which provides the majority of Kentucky's Medicaid money, will pay the rest, about $289 million.

A measure extending Medicaid benefits up to six months for new mothers in Georgia passed out of the General Assembly late Monday.
House Bill 1114, by Rep. Sharon Cooper, authorizes the state to apply for a federal waiver that would allow Georgia to offer Medicaid coverage to income-eligible women up to six months post-partum. The current Georgia Medicaid program only permits coverage for up to two months.
The bill would also extend Medicaid coverage to lactation specialists for mothers having trouble feeding their babies.

Former Louisiana Sen. Conrad Appel says the state's oldest residents should have a choice, including those with lower incomes. Rather than being forced into nursing homes when they need help with care, they should be able to receive services in the comfort of their homes.
Two years ago, Appel attempted to pass legislation that would have allowed many senior citizens on Medicaid to receive home-based care rather than be forced into nursing homes.
The powerful nursing home lobby in the state helped squash Appel's efforts, he said.
