North Carolina's legislature has decided to put off Medicaid expansion for another year, but passed a Medicaid transformation bill to continue the transition from fee-for-service to privatized managed care organizations, local news outlets explained.
North Carolina's Senate Bill 808 sets up the funds for the Medicaid transformation project. It also established that the Department of Health and Human Services (DHHS) will need to be ready for Medicaid transformation starting July 1, 2021.

Supporters of Medicaid expansion Tuesday hailed the approach of long-delayed implementation of health care coverage for 90,000 Nebraskans while noting that earlier coverage could have been of assistance to another estimated 50,000 who lost their jobs during the coronavirus pandemic.
Expansion of coverage to a large pool of low-income, working Nebraska adults was approved by voters in November 2018, but it has been delayed by the state until Oct. 1 while it built a new administrative program.

Montana Gov. Steve Bullock and local healthcare leaders spoke about the importance of Medicaid expansion on Tuesday, saying the COVID-19 public health crisis has only reinforced the need for the program.
The government program that offers health coverage to low-income adults was reauthorized by the 2019 Montana Legislature and had been a major priority for Bullock. The program was tweaked by Republican lawmakers to include work and "community engagement" requirements, which are still awaiting approval by the federal government and have not yet gone into place.

The South Carolina Department of Health and Human Services (SCDHHS) announced it will immediately begin accepting applications for a new limited-benefit Medicaid coverage group to provide reimbursement for coronavirus disease 2019 (COVID-19) testing for those without healthcare coverage. SCDHHS' COVID-19 Limited Benefit Program was authorized by the Families First Coronavirus Response Act (FFCRA) and will provide additional financial support to increase access to testing, a critical component of the state's response to addressing the pandemic, for South Carolinians without other sources of healthcare coverage.

Mississippi authorized the use of telehealth for one or more chronic conditions, as defined by the Centers for Medicare and Medicaid Services, including mental health. It also requires health insurance or employee benefit plan to charge the same deductible, copayment, or coinsurance for a health care service provided through telemedicine as it does for in-person consultation.
But the main block to Mississippi mental health centers using telehealth regularly before this time was that Medicaid did not reimburse centers for much of the care delivered over telehealth, insisting that the patient be seen in person by a clinician.
