CMS flipped in final rule to make Medicaid expansion prescription drug benefit slimmer
InsideHealthPolicy
Patient advocates are reeling from CMS' surprise flip in a final rule that significantly narrows the minimum prescription drug benefit for the Medicaid expansion population to mirror that of private insurance exchanges. The move, which CMS calls a "clarification," shocked beneficiary advocates who were told by Medicaid chief Cindy Mann in April that CMS intended to offer Medicaid expansion beneficiaries the same expansive prescription drug coverage provided by traditional Medicaid, a patient advocate says.

'Rural Reality: More Coverage, Enough Care?' Lunch panel by the Alliance for Health Reform and Centene | Fri, July 26 | 12:15 p.m. | Columbus Club, Union Station, Washington, DC
Alliance for Health Reform
The ACA contains provisions relating to access to care, coverage and delivery system reform. But the effect of these provisions is uncertain in rural America, with its unique challenges. What provisions in the ACA address rural healthcare challenges? How key is Medicaid in access to care in rural areas? What role will state practice acts and licensing play in the use of allied health professionals and in the delivery of telehealth services?
Keith Mueller, director of Rural Policy Research Institute Center for Rural Health Policy Analysis; Tom Morris, director of HRSA's Office of Rural Health Policy; Art Kaufman, vice chancellor for community health sciences at the University of New Mexico Health Sciences Center; and Lisa Miller, former member of the Maine House of Representatives, will address these and related questions. For more information, contact Marilyn Serafini via email or phone at 202-789-2300, or visit here, and click on the "Info and Registration" link in the "In the Spotlight" section. RSVP by noon ET on Thursday, July 25.

Gubernatorial race could be key to fate of Virginia Medicaid expansion
Politico
You won't see it listed on the ballot, but a major piece of Obamacare could be decided by Virginia voters this November.
The fate of the Medicaid expansion in Virginia could hinge on whether Democrat Terry McAuliffe or Republican Attorney General Ken Cuccinelli — who boosted his national profile with his fight against the healthcare law — moves into the governor's mansion next year.
