A new study finds that Obamacare's Medicaid expansion led to gains in access to healthcare in two Southern states. The study, published in the Journal of the American Medical Association, finds that patients fared better in Kentucky and Arkansas — two states that accepted the expansion of Medicaid — compared to Texas, which has rejected it.

The CMS has released guidance that encourages states to use Medicaid funds to keep elderly and physically and mentally disabled beneficiaries at home and in community-based settings instead of nursing homes. The agency hopes the document will remedy a longstanding imbalance between institutional and home and community-based care, it said. There is evidence that's already taking place. Data for fiscal year 2014, the last year available, showed that 53 percent of total Medicaid long-term services and supports (LTSS) expenditures were spent on home and community-based services compared to 45 percent in 2009.

In an effort to improve care and lower costs, Ohio's Medicaid program will begin paying more to primary care doctors who recommend preventative services, coordinate physical and mental health care, offer extended hours and provide other supports shown to improve the health of their patients. The idea is to "reward value rather than volume," said Greg Moody, director of the Governor's Office of Health Transformation.

For each dollar that Georgia would have to spend on Medicaid expansion, it would gain $8.68 to $9.42 in federal spending, a new study said Monday. The report from the Urban Institute analyzes the potential costs and benefits for the 19 states (including Georgia) that have not expanded Medicaid under the Affordable Care Act.

Kansas lawmakers say they have received a flood of phone calls from residents who are fed up with how long it's taking the state to process applications for Medicaid, the insurance program for people with low incomes or who are disabled. Mounting problems with the state's backlog of Medicaid applications prompted Thursday’s meeting of the KanCare Oversight Committee. State officials told lawmakers Thursday that 3,587 applicants have been waiting 45 days or longer. That's down from the 10,961 who had been waiting for that amount of time in mid-May.

The CMS has a denied a request from Indiana to lock people out of Medicaid coverage for six months if they fail to complete a renewal process. In April, the state requested federal approval to lock out beneficiaries who fail to complete the renewal process in a timely manner. The measure would impact people above and below poverty and is meant to ensure enrollees would return required documents by the state-determined deadline.
