A trade group representing Medicaid health plans claims that a bill allowing severely ill kids to receive Medicaid coverage across state lines would cost more, not less as previously touted by supporters of the measure. The legislation, Advancing Care for Exceptional Kids Act of 2015, is backed by the Children's Hospital Association and has bipartisan support on the Hill.
MHPA argues the legislation would actually increase Medicaid costs and could disrupt treatment for children who currently receive care through managed Medicaid plans. MHPA is adamant the bill may not be needed at all. "It seems to us this would lead to further fragmentation in the healthcare system, not more coordination," said Jeannine Bender, director of government affairs at MHPA.

North Carolina legislative leaders on Monday unveiled details of their compromise $21.7 billion spending plan for the 2015-16 budget year — 76 days after it was due. The state budget resolves conflicts between the House and the Senate over education funding, Medicaid reform and sales tax distribution, and House Speaker Tim Moore and Senate President Pro Tem Phil Berger both expressed confidence at getting the budget passed and signed into law by a Friday deadline.

An effort to craft a new tax on California health plans to stave off a looming plunge in federal funding for Medi-Cal has stalled, the Brown administration said Friday. The health plans tax was at the top of the agenda for a special session on healthcare that was convened by Gov. Jerry Brown. California currently imposes a tax on plans that accept Medi-Cal patients, and the revenue goes into the state's general fund to help pay for Medi-Cal and other services.

A Utah doctors' group has come out against a proposal from state officials to tax physicians and others to defray the cost of expanding Medicaid. Utah Medical Association CEO Michelle McOmber said physicians get paid less when they see patients covered by Medicaid and doctors shouldn't be required to help pay the $78 million annual cost of growing the government program.

Louisiana Gov. Bobby Jindal's administration announced a new approach to defunding Planned Parenthood on Sept. 11, saying it will terminate the organization's Medicaid contracts "for cause." The change comes as a federal judge was set to rule on a request to block Jindal from canceling the contracts without cause, a move the administration had defended since announcing the defunding on Aug. 3. The administration now says Planned Parenthood is "in violation for entering into a settlement agreement under the federal False Claims Act in 2013."

A federal judge will hear arguments at 2 p.m. Thursday on Planned Parenthood's request for an injunction to stop the state from terminating its Medicaid contract with the healthcare organization. Planned Parenthood of the Heartland provides family planning and preventive health services in Arkansas and Oklahoma. The nonprofit filed a federal lawsuit Friday in Little Rock over the Arkansas Department of Human Services' cancellation of the contract at the order of Republican Gov. Asa Hutchinson.
