Ohio Medicaid caseload soars due to COVID-19, but now program faces budget gap of billions

Medicaid caseloads have surged during the coronavirus pandemic, topping 3 million this year, up 9%, from last year. But as needs intensify, declining state revenue and a projected budget shortfall will challenge the $23 billion health-care program for poor and disabled Ohioans, Medicaid Director Maureen Corcoran said during a virtual post-election conference Thursday.

It's a key source of health care for the Dayton region, which is older and less affluent than the state as a whole, and also a source of funding for hospitals, doctors and other providers.

Back in June, Oklahoma voted to expand Medicaid. Now voters have given the state legislature an assignment: Find another way to pay for it.
Voters rejected State Question 814 this week. That blocked a move to divert funding away from the Tobacco Settlement Endowment Trust, a public health agency known as TSET. The proposal would have taken annual payments into that endowment and rerouted them to pay for Medicaid expansion.

Cuts to Idaho's Medicaid program on the table

The Idaho Department of Health and Welfare is considering a series of cost-saving measures to offset projected increases in Medicaid and expanded Medicaid expenditures next year.
The proposal could include benefits reductions, provider rate cuts and higher tax assessments on nursing homes and intermediate care facilities. Collectively, they would save the state about $30 million in fiscal 2022, which begins July 1.
