It's one of Medicaid's challenges. While low-income people are more likely to struggle with health problems such as smoking and depression, new research shows many are motivated to improve. Thursday's study from the Gallup-Sharecare Well-Being Index found that 40 percent of people on Medicaid say they're in fair or poor health, compared with 11 percent of those with workplace coverage.

The House GOP caucus plans to work on entitlement reform next year as a way to "tackle the debt and the deficit," according to House Speaker Paul Ryan. Speaking to Ross Kaminsky on his talk radio show, the Wisconsin Republican said Wednesday that the House would be working to reform health care entitlements in 2018, calling them "the big drivers of our debt," during a discussion about the Republican tax bill.

Hillary Clinton is pushing Congress to fund the Children's Health Insurance Program (CHIP), denouncing Republicans for passing tax cuts while the program's authorization has expired. "I'm going to keep tweeting about this, and speaking out every chance I get, until it is fixed," the former Democratic presidential nominee tweeted on Thursday.

CHIP, a program that has had unusually strong bipartisan support since it was created in 1997, is now in limbo — an unexpected victim of the partisan rancor that has stymied legislative action in Washington this year. Its federal funds ran out on Sept. 30, and Congress has not agreed on a plan to renew the roughly $14 billion a year it spends on the program.

Roughly two-thirds of voters could potentially support shutting down the government in an effort to obtain funding for the Children's Health Insurance Program (CHIP), according to a new Morning Consult–Politico poll. Congress let funding for CHIP expire Sept. 30, and the lapse has left state officials scrambling for money to keep running their programs, which provide roughly 9 million children across the country with health insurance.

Some states have achieved dramatic savings in healthcare costs for their sickest Medicaid patients by providing intensive one-on-one assistance and social services that help the patients better address their multiple, overlapping ailments. A report out Tuesday by the National Governors Association found states may be able to save more than $2 for every dollar they spend dealing with these so-called healthcare super-utilizers' more basic social needs.

Wisconsin's partial expansion of Medicaid under the Affordable Care Act is set to expire at the end of next year. State officials are asking the Centers for Medicare & Medicaid Services — a federal agency within the U.S. Department of Health and Human Services — for an extension, allowing the state to continue the program for another five years. On Tuesday, the state Department of Health Services held the first of two public hearings on the issue in Janesville. The other will be Thursday in Green Bay.
Wisconsin was one of more than a dozen Republican-led states that did not fully expand Medicaid using federal money. Instead Gov. Scott Walker used state money to make changes to BadgerCare — the state's healthcare coverage program for low-income residents — that provides health coverage for childless adults at or below 100 percent of the federal poverty level, or about $12,000 for an individual.
