A newly qualified November 2016 ballot measure would impose price controls on state drug purchases, potentially setting up an expensive battle with the pharmaceutical industry. The California secretary of state's office announced Thursday evening that proponents of the California Drug Price Relief Act had turned in more than enough valid voter signatures to make next fall's ballot, based on a random sample of the nearly 543,000 signatures proponents submitted this summer.

HHS says few states have taken it up on an offer to receive federal funding for data-mining, which would allow their Medicaid fraud units to search claims. States say they don't need it, even though the improper payment rate has nearly doubled as the number of enrollees surges. A 2013 HHS rule allowed state Medicaid fraud control units to use federal funds for the audits, which the agencies previously had been explicitly prohibited from doing.

Just in time for the holiday break, the Walker-Mallott Administration has released its New Sustainable Alaska Plan and the 2017 fiscal year budget. The plan proposes another $140 million in budget cuts. That is on top of the $1 billion in cuts made last year and represents a 21 percent decrease in the state's operating and capital budget since FY 2015. However, the impacts to healthcare — for now — appear minimal. Unrestricted General Fund (UGF) dollars for the Department of Health and Social Services (DHSS) operating budget will be reduced by approximately 4 percent, according to the 2017 fiscal year summary.

The federal agency in charge of Medicaid hasn't issued its guidance yet that could decide whether South Dakota proceeds on Medicaid expansion in exchange for full federal payment of all American Indian healthcare services in South Dakota, a state official told the panel working on the issue Wednesday. State Health Secretary Kim Malsam-Rysdon said she doesn’t know the timeline for the federal Centers for Medicare and Medicaid Services to release its decision. She said federal officials however seem attentive and responsive to South Dakota's request.

Alabama Gov. Robert Bentley's Alabama Health Care Improvement Task Force approved a recommendation to find a way to provide health insurance coverage for uninsured Alabamans, according to AL.com. The 30-member task force approved the recommendation without opposition. Although Bentley has opposed Medicaid expansion, he said in November that his administration was "looking" at the possibility of expanding it in Alabama.
