Public Service Electric & Gas reached a tentative agreement last week with the state on a $69 million energy-efficiency program, but it reflects only a fraction of what the utility wants to spend on efforts to reduce electric and gas use — as well as on other initiatives.
The utility plans to file with the New Jersey Board of Public Utilities a much larger energy-efficiency program early next year, but before then, it will request long-sought regulatory changes in current rules, which executives say discourage more extensive investments in such programs.

New Jersey Board of Public Utilities President Richard S. Mroz and Ocean City Mayor Jay A. Gillian joined South Jersey Gas President Dave Robbins at 19th Street and Central Avenue in Ocean City to celebrate the successful conversion of the island's natural gas distribution mains from a low-pressure to a high-pressure system. This upgrade is designed to fortify the utility's system, better protecting service to residents against severe weather impacts such as those experienced during Superstorm Sandy.

A coalition of environmental groups yesterday stepped up efforts to ban oil and gas drilling in the Delaware River Watershed, the source of drinking water for 16 million people in four states. Hoping to avert the lifting of a moratorium on fracking, the technology used to drill for natural gas in the Delaware River Basin, the organizations began delivering to four governors and the Army Corp of Engineers petitions signed by 63,674 people calling for a permanent ban on the drilling.

The Port Authority of New York and New Jersey is getting two new top leaders under a major reorganization announced by Govs. Chris Christie and Andrew Cuomo. This is a shakeup that could affect significant transportation projects like the planned replacement of the Port Authority's flagship bus terminal and the future of the agency's own governance structure.
A joint statement issued recently by the two governors officially announced the resignation of John Degnan as chairman of the Port Authority's board of commissioners, and the selection of former New Jersey Sen. Kevin O'Toole to replace him as New Jersey's highest-ranking official at the bistate agency.

Angel Sanchez isn’t like many graduates. It's not just his age — he's 38 — it's also the path he took to get a certificate that will help him find a good job. He spent decades in prison for dealing drugs, until he signed on with the prisoner reentry program run by former Gov. Jim McGreevey. Sanchez marched with almost 100 other graduates from several different jobs initiatives, including NJ Build and the National Career Institute, after completing a program that trains them to apply for positions in New Jersey's 21 union construction trades.

A rail safety system intended to stop crashes like last year's fatal accident at the Hoboken Terminal could also have another consequence: Fewer trains will be able to go through the Hudson River tunnels into New York Penn Station.
Unlike the temporary service reductions commuters are experiencing this summer due to a track replacement project in Penn Station, the completion of Positive Train Control by December 2018 would permanently reduce the number of trains that can use the tunnels at peak times.
