A Coast Guard vessel with four crew members aboard capsized after encountering several heavy wakes in Astoria, Oregon. The 25-foot Trailerable Aids to Navigation Boat capsized just after 11:30 on January 5 near Pier 39 in Astoria. Watchstanders at the 13th Coast Guard District command center in Seattle received four alerts from Coast Guard Aids to Navigation Team Astoria, which corroborated multiple good Samaritans' reports coming in at the same time.

Sen. Darryl Rouson filed a bill that would provide protections for emergency water vessels and construction boats and barges and for environmentally sensitive mangroves and public lands. Under his bill (SB 1378) boaters would be required to operate at slow speed, minimum wake near emergency vessels or construction operations in the water. Slow speed, minimum wake defined as a vessel operating fully off plane and completely settled into the water.

The most significant change requires boat owners operating a motorboat over 10 horsepower to take a boat safety course and carry a boating safety education card. Although the law was in place before, the 60-day grace period has been eliminated. You must have the card when you get behind the wheel.

Three boats sunk off Ingall's Harbor recently. Alabama State Troopers say rough water led to boating issues shortly after the start of the Winter Blues on Wheeler catfish tournament. One boater, George Cuvar, says the waves scared him to death. "It's going to be a while before I ever get back out on the water. The waves were coming over the front of the boat. We tried to nose the boat up but it didn't do any good. Our boat sunk."
