Acting Sectary of the Navy Thomas Modly said Wednesday he plans in a “couple days” to submit to the sectary of Defense his plan to build the Navy of the future, which will rely heavily on improved IT communications and cybersecurity on ships.
Modly stressed the need to think beyond just ships in the Force Structure Assessment, the Navy’s plan to grow its fleet to 355 vessels up from the roughly 290 it has today.

The Unified Command (UC) responding to the grounding of the car carrier Golden Ray is finalizing plans for the construction of an environmental protection barrier to be built around the vessel. The 20,000 dwt Golden Ray partially capsized on September 8 last year while heading outbound from the Port of Brunswick with 4,200 vehicles on board.

It may be possible to use water power to transit non-powered sections of a barge train through navigation locks. The ability to sail barge trains along inland waterways provides a nation with a low cost method of moving massive volumes of bulk cargo.
