The Department of Homeland Security has ordered federal agencies to take immediate steps to protect themselves from "hijacking and tampering" cybersecurity incidents in the wake of an ongoing tampering campaign.
DHS said in a statement this week it is aware of a "number of agencies affected" by the campaign. DHS did not indicate who is responsible for the attacks, but the private security firm FireEye said its analysis suggests the attacks are originating from Iran.

In a world of "the minimum standard is good enough" you can't train enough for a job that could cost you your life or the lives of the ones we are sworn to protect.
Yes! You do have a duty to act! You do not get to pick and choose what calls you respond to. Sorry, some days your job sucks. That’s the day we are training for. That’s the day we need to be ready for.

The U.S. National Transportation Safety Board announced its 2019 - 2020 Most Wanted List of Transportation Safety Improvements, during an event held at the National Press Club on Monday. One of the top 10 items on the List was "Eliminate distractions" with the NTSB stating: "Contributing to the distraction problem is the widespread belief by many that they can multi-task and still safely operate a vessel. Collisions and other maritime incidents have been on the rise for the past several years, jumping from two thousand in 2011 to an estimated four thousand in 2017. The vast majority of maritime collisions occur in congested waterways, often in areas near ports or in narrow waterways. Current navigation tools are less effective in these situations and rely on the crew's judgment to navigate safely, providing room for human error which is the cause of more than 75 percent of collisions. Orca AI's system is designed for crowded waterways and the harshest, lowest visibility scenarios.

Humans are often pegged as the weakest link in cybersecurity — and to a great extent, that's true. But in my experience, this axiom misses the bigger point: The reason it's true is that most companies do not have effective access control. While training employees to think like hackers can certainly make your company more resilient to cyberattacks, there is always a risk that someone will be compromised. The surest way to limit your organization's exposure to such risks is to verify the proper controls are in place at the individual level, governing what people can access, when and how.

NOAA's Office of Coast Survey recently announced plans to change the U.S. Army Corps of Engineers (USACE) maintained channel depth values on raster nautical chart products, which include paper nautical charts and the corresponding digital raster navigational charts (NOAA RNC®). Minimum depths (also called controlling depths) are collected during periodic USACE sonar surveys of channels. In the past, these depths were provided on raster charts, but controlling depths will now be replaced with the original channel design dredging depths used by the USACE (called project depths). Standardizing depth presentation on these products will improve data consistency and overall safety. Implementation begins in early 2019.
