With an eye toward international ships that routinely cross the Pacific between Asia and Columbia River ports, some localities are actively considering what to do if a sometimes-deadly new infection arrives here. Clatsop County said in a Feb. 21 press release that its personnel are monitoring the ongoing coronavirus outbreak, including the potential risk from maritime activity, in cooperation with state and federal partners. The steps being taken are in some ways reminiscent of measures from a century ago, when ailing passengers and crew aboard arriving vessels were subjected to quarantine at a federal hospital in Knappton, Washington, across from Astoria.

The Department of Homeland Security has announced its grant programs for 2020, and among them is the Port Security Grant Program (PSGP). $100 Million will be available, and an overview of the Notice of Funding Opportunity (NOFO) can be found by clicking here.
Here are some of the highlights:
- Deadlines: April 8th for initial application, and April 15th, 2020 at 5:00 PM for final application.
- There is a cost share requirement, 25% for public sector, 50% for public sector.
- Cost share requirement is waived for training of law enforcement agencies in security zone enforcement, or for applications totaling $25,000 or less.
- Priority Areas: Enhancing Cybersecurity ; Enhancing the Protection of Soft Targets and Crowded Places; Training and Awareness; Planning; Addressing Emerging Threats, such as Transnational Criminal Organizations, WMD and UAS
- Eligible Applicants: All entities subject to an Area Maritime Security Plan

Now until March 6th, 2020, the National Maritime Intelligence-Integration Office is accepting nominations for the Law Enforcement - Maritime Doman Awareness Executive Steering Committee (MDA ESC) Excellence Award.
NMIO will be presenting two Law Enforcement MDA ESC Excellence Awards this year. One will be presented at the Maritime Security East Conference in Miami, 4-5 May to a person/organization that have made a significant contribution to improving the effective understanding of the maritime domain in the area of responsibility for Florida.
The other Law Enforcement MDA ESC Excellence award will be presented at the IALEA conference in Dallas, 4-8 May to a person/organization that have made a significant contribution to improving the effective understanding of the maritime domain in the United States and its territories.
Award Background:
In support of the stated goals of the National Maritime Domain Awareness Plan (NMDAP), the National MDA Executive Steering Committee establishes an annual national level maritime domain awareness award program “MDA ESC Excellence Award” to recognize exemplary stakeholder members of the Global Maritime Community of Interest (GMCOI), whose accomplishments have made a significant contribution to improving the effective understanding of the maritime domain in the United States and its territories. This includes the US Federal interagency, US Intelligence Community (IC), state, local, tribal, and territorial law enforcement agencies, international partners, academia, and maritime industry.

If everything goes as planned, the process to drive 80 piles into the seabed surrounding the Golden Ray will begin soon.
After netting to trap pollutants and debris is erected on the piles surrounding the vessel, the complicated process to remove the vessel begins. The goal is to have the vessel removed and the seabed clean of debris before the height of hurricane season starts. Coast Guard Lt. Cmdr. Matt Waller, a member of the Unified Command responsible for removing the 656-foot ship that capsized more than five months ago made a presentation at the Feb. 19 Brunswick City Commission meeting.

The crew of Coast Guard Cutter Bear returned to their homeport in Portsmouth, Virginia, Saturday after a 45-day patrol in the Caribbean Sea. According to the Coast Guard, the Bear's crew detained 12 suspected drug smugglers and confiscated 72 bales of cocaine while working with the Department of Defense and other law enforcement partners, conducting counter-narcotics and migrant interdiction operations as a part of Operation Unified Resolve.

The Maritime Executive
The U.S. Navy recently tested its longest-serving unmanned vessel as a platform for port security missions in Norfolk, Virginia, the home of its biggest base complex.
The Common Unmanned Surface Vehicle (CUSV), built by the defense conglomerate Textron, is a 40-foot remotely operated launch with long endurance and range. CUSV was designed in the 2000s as a component of the Littoral Combat Ship (LCS) mine countermeasures "mission package." It has large towing and payload capacities for minesweeping and mine neutralization systems, and it was designed to be modular and adaptable for a variety of other tasks.

U.S. Coast Guard crews are continuing to search for the source of an oil spill in Baltimore’s Inner Harbor as photos from the scene Sunday appeared to show the spill possibly growing in size. Petty Officer 3rd Class Isaac Cross, a spokesman for the U.S. Coast Guard, said crews have still not located the source of an oil spill where the Jones Falls meets the Inner Harbor.

A new fast response U.S. Coast Guard cutter has been named after a rescuer from Michigan who lost his life trying to save three teenage brothers who were swept off a pier during a fierce Lake Superior storm known as “Black Sunday.”
The Coast Guard took delivery of the new cutter this month in Key West, Florida. It will be the second of three fast response cutters stationed in Galveston, Texas, the military said.
