Recently, the House passed the Consolidated Appropriations Act, which includes critical funding for construction of the first Coast Guard polar security cutter (PSC). The act includes $655 million for construction of the first PSC. In addition, the bill provides $20 million for long lead-time materials for the second PSC. This funding should allow the PSC program to remain on schedule to replace the nation’s only current heavy icebreaker, the Coast Guard cutter Polar Star.

I long to see the day where we hold training in the highest regard. Where we look to the training days as just that, a day to train. Where the command staff clearly understand the difference between training and qualification. That training is an event where education and preparation come together. Where it is acceptable to safely train outside of one’s comfort zone. To question, test and find the truth in the tactics, skills and techniques we provide to our rank and file for their survival. Where the staff and officers are provided with appropriate training and are encouraged to participate and get involved. Where the instructors are skilled, encouraging, motivated, passionate and knowledgeable. Where we are permitted to make mistakes because in the real world we cannot.

The government shutdown that ended recently has taken a lasting hit on the Coast Guard, which has grounded aircraft, stopped major ship repairs and will leave parts of an air station in Puerto Rico without emergency generators for the start of hurricane season because of a backlog that will take months to process. Internal documents obtained by The New York Times show that the Coast Guard’s ship maintenance command lost at least 7,456 productive workdays — or 28.5 years’ worth of workdays — as a direct result of the partial shutdown, which furloughed 6,400 civilian employees.

Throughout the history of the U.S. Coast Guard, the nation has tasked the service with new missions to respond to all sorts of maritime threats and crisis. Such was the case with the Great Flood of 1913, considered by many as the most devastating flood in U.S. history. Because of this natural disaster, Congress voted to fund federal flood relief and rescue work on the Ohio and Mississippi Rivers. Yocona, one of the "river cutters" funded by Congress, set a precedent for desegregating the nation’s sea service vessels. Within a year of Yocona’s commissioning, it received an entirely black enlisted force, with the exception of officers and non-commissioned officers.

The Coast Guard recently rescued a 57-year-old man 170 miles west of St. Petersburg, Florida. Coast Guard Sector St. Petersburg command center watchstanders received a call via satellite from the master of the Mariya Moran, a 120-foot tug, stating a crew member was suffering from chest pains and was in need of medical attention. A Coast Guard Air Station Clearwater MH-60 Jayhawk helicopter crew and an HC-130 Hercules airplane crew launched to assist.
