After the questions posed in last week's blog, it was encouraging to hear from those of you who have looked at your maritime domain, and addressed this particular area of responsibility. But for many of you, these questions remain: What are your areas of concern in your maritime area of operations as it relates to an ASI ? What are you not prepared for? What do you need to address, plan for, train for and practice? If you have done some training and preparedness, when was the last time you practiced it?
For those of you still looking for some of those answers, let me provide some potential solution pathways. In designing training and developing scenarios for maritime engagements, we need to consider some facts and background. We need to recognize some of the statistics and data looking at 179 events from 2000-2014 regarding Active Shooter Incidents (ASI).

Illegal fishing is a threat to international security as well as to the environment, notes an expert on surveillance technology, and high-tech tracking of illicit trawlers along with choking off supply chains is essential to reining in the threat. Retired British Royal Navy Cdr. Peter Horn of the Pew Charitable Trusts, writing for the Maritime Foundation, said that "with as much as 26 million tons of seafood taken illegally from our seas each year — that's 1 in every 5 fish sold — IUU fishing is more than just a danger to the environment."

Researchers from North Carolina State University have developed what they say is the first unmanned, fixed-wing aircraft that is capable of traveling both through the air and under the water — transitioning repeatedly between sky and sea. The EagleRay XAV, which was developed with funding and assistance from Teledyne Scientific, holds promise for use in applications such as tracking and observing wildlife.

An estimated 669,100 law enforcement officers were treated in emergency departments across the nation for nonfatal injuries between 2003 and 2014, according to a study by researchers at the National Institute for Occupational Safety and Health. Law enforcement officers have historically high rates of fatal and nonfatal injuries. The new research shows that officers are three times more likely to sustain a nonfatal injury than all other U.S. workers.

A Newport News man will spend more than four years in prison for making a false distress call and threats to the U.S. Coast Guard. The U.S. Attorney's Office said Tuesday 39-year-old Justin P. Stahmer was sentenced to 56 months — or four years and eight months — for the crimes. Stahmer pleaded guilty last November. Prosecutors say that in June of 2016, Stahmer called for "man overboard" while he was several miles northeast of Cape Henry.

Texas game wardens have a new high-flying tool for search and rescue missions and other law enforcement efforts such as during natural disasters. The Texas Parks & Wildlife Department announced the acquisition of a camera-equipped drone that can transmit live images. The drone will be based in Temple, but available for deployment statewide.
An agency statement says the drone was donated through the Texas Parks & Wildlife Foundation's Gear Up for Game Wardens . The program has generated more than $100,000 in private funds to buy specialized equipment.
