The viral impact on training
|
As the seriousness of the Corona Virus magnifies, the effect reaches all of us. Especially in public safety, where we must continue to do the work that is essential to the safety and security of our families, our communities and our country. As we shut down many functions all around us, one of the big impact areas is training. Things that we scheduled months, even years in advance, are now put on an indefinite hold. And training of our people is vital to our abilities to protect others. So what do we do? One thing that we have promoted for a long time is mobile education and training… and the word “mobile” here is not about the mobility of the instructors, but the mobility of the training itself in the form of online access, flexibility and adaptability.
The dynamic shift in the workforce has been going on for some time now (as referenced in our White Paper, “Navigating the Changing Seascape of Maritime Public Safety” and in our webinar “Training the Maritime Workforce,”) but now, this crisis is magnifying its complications and impact. Taking existing or legacy training, and rethinking how we deliver it in a timely, costly and adaptable manner may help us weather these challenges of today, and tomorrow. Bringing it to the mobile realm addresses a lot of these issues and can be done in relatively short order, with the right Instructional Designers, Master Trainers, and Learning Management Providers. The Department of Homeland Security has announced its grant programs for 2020, and among them is the Port Security Grant Program (PSGP). $100 million will be available, and an overview of the Notice of Funding Opportunity (NOFO) can be found by clicking here.
Here are some of the highlights:
- Deadlines: April 8 for initial application, and April 15 at 5 p.m. for final application.
- There is a cost share requirement, 25% for public sector, 50% for public sector.
- Cost share requirement is waived for training of law enforcement agencies in security zone enforcement, or for applications totaling $25,000 or less.
- Priority Areas: Enhancing Cybersecurity ; Enhancing the Protection of Soft Targets and Crowded Places; Training and Awareness; Planning; Addressing Emerging Threats, such as Transnational Criminal Organizations, WMD and UAS
- Eligible Applicants: All entities subject to an Area Maritime Security Plan

The Philippine Coast Guard has shifted Saturday, March 14, to full alert status, bracing to enforce travel restrictions in all waterways during the Metro Manila lockdown.
