The U.S. federal budget for FY2018, passed by Congress and signed into law recently, contains significant wins for American seaports and for the U.S. maritime industry. Port authorities and their tenants will benefit from hundreds of millions of dollars in additional funding for infrastructure and dredging, and the state maritime academies can look forward to long-awaited replacements for aging training vessels.

A German shepherd sniffed suitcases in an airport inspection drill, excitedly pausing near one bag from which a handler then pulled a satchel with plastic explosives. The exercise at the compound of the Jordanian police canine unit, staged for visitors recently, is part of the U.S. State Department's expanding Anti-Terrorism Assistance Program.
The program has allocated $300 million this year to train and equip domestic security forces in partner nations — so far 21 out of a pool of 56. The aim is to improve the safety of U.S. diplomats and citizens abroad and to support U.S. allies.

State and local officials in Florida are warning boaters to use the Big Pass and New Pass channels at their own risk after conditions at both passes became too hazardous to continue marking safe navigation routes.
Sarasota County in recent weeks removed five navigation markers from the Gulf of Mexico side of Big Pass because they no longer indicated a good route after some parts of the channel became shallow and dangerous to navigate, officials said.

Atlanta's mayor recently urged anyone with personal information in city information systems to check their financial records as an investigation continues into a ransomware attack on the city. Ransomware is a malicious software that prevents or limits users from accessing their system by locking them out until a ransom is paid. NBC affiliate WXIA reported that the city received a ransom demand in bitcoin for $6,800 per unit or $51,000 to unlock the entire system.

Darryl De Sousa, Baltimore's new police commissioner, recently announced that his officers will be subjected to random integrity tests. Designed to check people and ultimately clean house, De Sousa's plan aims to bring back accountability to the department, which has been battered by scandal. The new commissioner feels it's high time to restore their integrity and public faith. These new initiatives to root out corrupt cops are steps in the right direction.

Oregon's Port of Astoria Commission has approved spending $115,000 to improve video surveillance. The contract with WatchPoint Video includes nearly 40 additional cameras along the central waterfront and the Port's two marinas on the west and east end of Astoria, including new license-plate readers and improvements to the Port's existing cameras. The contract also includes new servers to store footage and equipment to wirelessly transfer footage to the Port’s central office.

Indiana Silver Jackets and the Association of State Dam Safety Officials
"Over, Under, Gone: The Killer in Our Rivers" is a fast-paced half-hour documentary created by Indianapolis PBS station WFYI and the Indiana Silver Jackets in the wake of multiple deaths in Indiana in 2014 and 2015 at low-head dams. The documentary is part of a voluntary initiative to promote recreational safety around dams adopted by the Indiana Silver Jackets, a partnership of local, state and federal agencies formed to reduce the risk of flooding and other natural hazards. Minnesota's Duluth and Superior fire departments announced the "all hazard response craft" project nearly two years ago, in July 2016. Fundraising efforts delayed it, but it is set to move out of the design phase and into the building phase in the next 2-4 weeks. "We've never had this opportunity in the past to work very closely with local businesses, the Coast Guard, other area responders to solve the identified needs within our port," Duluth Fire Capt. Scott Kleive said.

A man was arrested on BUI manslaughter charges, nearly a year after a fatal boat crash in Fort Lauderdale, Florida. Max Irvine, 36, was arrested on charges of BUI manslaughter, BUI causing serious bodily injury, BUI causing property damage and violating navigation rules resulting in an accident. According to an arrest report, Irvine had been drinking alcoholic beverages May 20, 2017 when he crashed his 2000 31-foot Angler head-on into another boat in the Intracoastal Waterway.
