The Coast Guard's top admiral said recently it would be "shortsighted" to think building a wall along the U.S.-Mexico border will stem illegal immigration on its own. "I think we'd be shortsighted to think that if we build a wall that will end all the drivers for illegal migration," Adm. Paul Zukunft, commandant of the Coast Guard, said at an event in Washington when asked if he's expecting an increase of illegal immigration via the ocean. Some lawmakers have suggested a better use of resources would be to bulk up the Coast Guard as it deals with a record number of drug interdictions.

In Homeland Security
A primary role of the National Guard posted to the Mexico border will be to provide added aerial surveillance, the commissioner of Customs and Border Protection told Congress.
Speaking at a hearing of the House Appropriations Subcommittee on Homeland Security, Kevin McAleenan said that the Guard can provide assets that are in short supply in his law enforcement agency.

It should come as no surprise that the Navy wants to replace the two hospital ships in service, both of which have been working for more than four decades. At SeaAirSpace 2018 in National Harbor, Maryland, Austal presented an interesting idea. This is the company responsible for the Independence-class littoral combat ships and the Spearhead-class expeditionary fast transports. Austal thinks a modified version of the latter could do the job.

In January new regulations went into place in California requiring boaters to get licenses, but a notable group is exempt from the law — renters. The California Boater Card program requires boat operators to take a state-approved boating safety course, either online or in a classroom, and pass a test in order to secure a lifetime license. California state Sen. Bill Monning, who penned the law, said he left out renters from the bill because, after reviewing practices from boat rental companies, he felt they provided enough education prior to letting customers out on the water.

The recapitalization of the nation's polar icebreaker fleet is a matter of vital national interest, Coast Guard Commandant Adm. Paul F. Zukunft told reporters in Washington, D.C., recently. The Coast Guard recently put out its request for proposal for the advance procurement and detail design for the new heavy polar icebreaker, Zukunft said, noting he believes the program of record will eventually include six icebreakers.

As Congress returns to Washington to begin its work on FY 2019 appropriations bills, the American Association of Port Authorities has weighed in on the industry's port security and land-side freight transportation infrastructure needs. AAPA requested, in a letter to Congress, continued funding at a level of $1.5 billion for the Transportation Investment Generating Economic Recovery grant program, which recently passed in the FY 2018 Omnibus.
