Representative Peter King has sponsored a bill that will direct the Secretary of the department in which the Coast Guard is operating to study and report to the Congress regarding recreational vessel operator training. Called the “Brianna Lieneck Boating Safety Act of 2019” after a young girl who died in a boating accident back in 2005, House Bill 1669, directs the study of existing training conducted by the Coast Guard Auxiliary, Power Squadron and other organizations, and to look at how a Federal training and testing program can be harmonized with State training and testing programs.

The 2019 PORT SECURITY GRANT PROGRAM (PSGP) application period opened on 12 Apr 2019 AND CLOSES 29 May 2019. Some Key Priorities expressed in the Notice for Funding Opportunity (NOFO) are the following:
- Enhancing the protection of soft targets/crowded places;
- Enhancing weapons of mass destruction (WMD) and improvised explosive device
- (IED) prevention, detection, response, and recovery capabilities;
- Enhancing cybersecurity; and
- Addressing emergent threats, such as unmanned aerial systems (UAS).
Additionally, there was a second tier of priorities that help ensure a comprehensive approach to securing the Nation’s transportation systems expressed in the NOFO. These are:
- Effective planning;
- Training and awareness campaigns;
- Equipment and capital projects; and
- Exercises.

Some key dates, times and guidelines to be aware of:
- PSGP Notice of Funding Opportunity (NOFO) Posted: 12 Apr 2019; Application Submission Deadline: 29 May 2019 at 5:00 PM EDT;
- Applicants will find the Investment Justification, Budget Worksheet templates once they are posted at Grants.gov in the “Related Documents” tab of the PSGP posting. These templates must be used for each project submitted.
- All applications must be received by the established deadline 29 May 2019. The Non-Disaster (ND) Grants System has a date stamp that indicates when an application is submitted. Applicants will receive an electronic message confirming receipt of the full application. DHS/FEMA will not review applications that are not received by the deadline or consider these late applications for funding. DHS/FEMA may, however, extend the application deadline on request for any applicant who can demonstrate that good cause exists to justify extending the deadline. Good cause for an extension may include technical problems outside of the applicant’s control that prevent submission of the application by the deadline or other exigent or emergency circumstances.
- Applicants experiencing technical issues, must notify the respective FEMA (HQ) PSGP Program Analyst prior to the application deadline.
- If there are programmatic questions or concerns, please contact the Centralized Scheduling and Information Desk (CSID) by phone at (800) 368-649 .
- If you are going to apply for this funding opportunity and have not obtained a Data Universal Numbering System (DUNS) number and/or are not currently registered in the System for Award Management (SAM), please take immediate action to obtain a DUNS Number, if applicable, and then to register immediately in SAM. It may take four weeks or more after you submit your SAM registration before your registration is active in SAM, then an additional 24 hours for Grants.gov to recognize your information. Information on obtaining a DUNS number and registering in SAM is available from Grants.gov.
- Electronic Delivery - DHS/FEMA is participating in the Grants.gov initiative to provide the grant community with a single site to find and apply for grant funding opportunities. DHS/FEMA requires applicants to submit their initial applications online through Grants.gov and to submit final applications through ND Grants.

Recently, the Coast Guard released a Marine Safety Alert, “Confined Spaces: Silent & Invisible Killers.” Safety Alert 04-19 serves as a reminder that despite decades of work by to improve confined space entry by maritime safety organizations, training institutions and vessel owners/operators, the risks have not been eliminated. This is illustrated by a recent casualty where three persons were asphyxiated while working onboard a laid-up mobile offshore drilling unit. Although the investigation is not yet complete, the information is conveyed with the continued hope that it will highlight this hazard with the aim to prevent recurrence.

The Navy is fully funding two new surface warfare simulation facilities to prevent future problems in response to the naval collisions that killed 17 sailors in 2017. “We have a fully funded plan to build new navigation, seamanship and ship-handling training programs that are integrated,” said Vice Chief of Naval Operations Adm. Bill Moran Tuesday at the Center for Strategic and International Studies in Washington, D.C. One will be built in Norfolk, Virginia, and the other in San Diego, California.

The question of whether autonomous ships will offer safer solutions than crewed ships remains to be answered, and will not be resolved today. However, there is an important issue regarding levels of autonomy in vessel operations that needs to be addressed.

NOAA recently announced the launch of a free, online boater education course designed to specifically inform the boating public about the natural and historical resources within Florida Keys National Marine Sanctuary. This educational tool, available in English and Spanish, complements existing safe boating courses and was developed with input from a variety of stakeholders, interest groups and agencies. This course will provide strategies for responsible boating and stewardship and highlight relevant rules and regulations.

The guided-missile destroyer USS Fitzgerald launched from dry dock and is moored pier-side in Mississippi, a step closer to being fully repaired after a 2017 collision that left seven sailors dead, the Navy said. The U.S. Naval Sea Systems Command says the USS Fitzgerald launched out of a dry dock recently at Ingalls Shipbuilding in Pascagoula, Mississippi. The Fitzgerald moored alongside a pier for work that Rear Adm. Jim Downey says will now include testing and outfitting.
