With waterways across the state clearing of ice, the Minnesota Department of Natural Resources (DNR) reminds anxious boaters that wearing a life jacket is a critical safety necessity during the spring “cold water” season. While boaters should always wear a life jacket no matter the water temperature or season, public safety officials stress wearing a life jacket — not just having it on the boat — is the one action that significantly increases the chances of surviving a fall into cold water.

Representative Peter King has sponsored a bill that will direct the Secretary of the department in which the Coast Guard is operating to study and report to the Congress regarding recreational vessel operator training. Called the “Brianna Lieneck Boating Safety Act of 2019” after a young girl who died in a boating accident back in 2005, House Bill 1669, directs the study of existing training conducted by the Coast Guard Auxiliary, Power Squadron and other organizations, and to look at how a Federal training and testing program can be harmonized with State training and testing programs.

The 2019 PORT SECURITY GRANT PROGRAM (PSGP) application period opened on 12 Apr 2019 AND CLOSES 29 May 2019. Some Key Priorities expressed in the Notice for Funding Opportunity (NOFO) are the following:
- Enhancing the protection of soft targets/crowded places;
- Enhancing weapons of mass destruction (WMD) and improvised explosive device
- (IED) prevention, detection, response, and recovery capabilities;
- Enhancing cybersecurity; and
- Addressing emergent threats, such as unmanned aerial systems (UAS).
Additionally, there was a second tier of priorities that help ensure a comprehensive approach to securing the Nation’s transportation systems expressed in the NOFO. These are:
- Effective planning;
- Training and awareness campaigns;
- Equipment and capital projects; and
- Exercises.

Some key dates, times and guidelines to be aware of:
- PSGP Notice of Funding Opportunity (NOFO) Posted: 12 Apr 2019; Application Submission Deadline: 29 May 2019 at 5:00 PM EDT;
- Applicants will find the Investment Justification, Budget Worksheet templates once they are posted at Grants.gov in the “Related Documents” tab of the PSGP posting. These templates must be used for each project submitted.
- All applications must be received by the established deadline 29 May 2019. The Non-Disaster (ND) Grants System has a date stamp that indicates when an application is submitted. Applicants will receive an electronic message confirming receipt of the full application. DHS/FEMA will not review applications that are not received by the deadline or consider these late applications for funding. DHS/FEMA may, however, extend the application deadline on request for any applicant who can demonstrate that good cause exists to justify extending the deadline. Good cause for an extension may include technical problems outside of the applicant’s control that prevent submission of the application by the deadline or other exigent or emergency circumstances.
- Applicants experiencing technical issues, must notify the respective FEMA (HQ) PSGP Program Analyst prior to the application deadline.
- If there are programmatic questions or concerns, please contact the Centralized Scheduling and Information Desk (CSID) by phone at (800) 368-649 .
- If you are going to apply for this funding opportunity and have not obtained a Data Universal Numbering System (DUNS) number and/or are not currently registered in the System for Award Management (SAM), please take immediate action to obtain a DUNS Number, if applicable, and then to register immediately in SAM. It may take four weeks or more after you submit your SAM registration before your registration is active in SAM, then an additional 24 hours for Grants.gov to recognize your information. Information on obtaining a DUNS number and registering in SAM is available from Grants.gov.
- Electronic Delivery - DHS/FEMA is participating in the Grants.gov initiative to provide the grant community with a single site to find and apply for grant funding opportunities. DHS/FEMA requires applicants to submit their initial applications online through Grants.gov and to submit final applications through ND Grants.

Recently, the Port of Los Angeles convened a maritime stakeholder working group including shipping lines, marine terminal operators, railroad companies, labor and representatives from the trucking industry to discuss closer collaboration in order to address cyber security threats. “In partnership with our maritime industry stakeholders, we have the opportunity to enhance the ability of the port ecosystem to see cyber threats on the horizon and improve information sharing to help manage respective, and collective, cyber risk,” said Gene Seroka, Executive Director of the Port of Los Angeles.

In the wake of the boating accident in which Christopher Colgan, 56, and Elisaine Colgan, 38, and Jeniffer Munoz Cadavid, 28, were killed recently, questions have resurfaced about the safety of navigation through Government Cut in Miami. The accident took place in the same spot where Miami Marlins pitcher Jose Fernandez and two friends died in a 2016 boat crash on a jetty in Government Cut. The Colgans’ 32 Cape Horn center console was found on the south side of the north jetty, according to an article on the Sun Sentinel website.

In March 2008, most of the crew slept while fishing vessel Alaska Ranger made her way to the rich fishing grounds off the coast of Alaska. As the Engineer made his nightly rounds, he discovered a serious flood in the rudder room. He raised the alarm and the captain issued a Mayday call. But before the crew could investigate the source of the leak, the rising water reached their electrical systems and the ship lost power. With the ship listing and in danger of sinking, the captain ordered the crew to abandon ship.

40 U.S.-flag vessels were detained for safety deficiencies in 2018, information that is part of new inspection data being made public in the aftermath of one of the country’s biggest cargo ship disasters. The El Faro, a “roll-on/roll-off” cargo ship that shuttled cargo to and from Jacksonville, Florida and San Juan, Puerto Rico, became disabled and sank near the Bahamas after getting caught in Hurricane Joaquin in October 2015, killing all 33 crew members onboard.

In January, Chinese Communist Party leaders announced that the newest iteration of their DF-17 missile system was being designed to overwhelm and sink U.S. aircraft carriers and surface combatants stationed in the West Pacific. According to official statements from the People’s Liberation Army Rocket Force, a targeted salvo of eight hypersonic glide vehicles set aloft by DF-17s would swamp a surface vessel’s close-in point defenses and annihilate it through incredible transfers of kinetic energy. This type of inflammatory language is not new and Chinese officials have been known to exaggerate the capabilities of their military.
