Not so close, please. A proposal to prohibit vessels and persons from encroaching on participants taking part in Ironman World Championship-related swim events within Kailua Bay, Hawaii, is being floated by the Coast Guard. It says the action is needed for safety during the Hoala Ironman Training Swim and official swim portion of the Ironman World Championship held annually on consecutive Saturdays in October. The 2019 Ironman World Championship is set for Oct. 19; the Hoala event is typically held the Saturday prior.

As already announced, the 2019 Port Security Grant Program (PSGP) application period is open and all PSGP applications must be submitted by 29 May 2019 at 5:00 EDT, per the 2019 PSGP Notice of Funding Opportunity (NOFO) DHS-19-GPD-056-00-01; late submissions will not be considered. See key guidance documents here. And a new important reference to guide you in your grant application process is the Preparedness Grants Manual. For the PSGP, specifically review pages 1-38 and Appendix G of the Preparedness Grants Manual.

Each Coast Guard Captain of the Port and Federal Maritime Security Coordinator (COTP/FMSC) for each COTP zone has the responsibility of reviewing, scoring, prioritizing, and providing comments on each PSGP project application submitted to FEMA and the NATIONAL REVIEW PANEL for funding consideration.

In a survey conducted by the NMLEA regarding a bill presented by Representative Peter King called the “Brianna Lieneck Boating Safety Act of 2019” (House Bill 1669) the members of the Academy and readers of this newsletter have given their opinion. Here are the results:
44% of the respondents said there should there be a Federal training and testing program. 37.5% said “No,” there shouldn’t be a federal training and testing program, and 19% said “Maybe.
Of the respondents, 84% had taken a recreational boating course in the past. With regard to their background, 27% were employed as public safety professionals, 23% were a state or federal employee, and 33% were in a maritime related industry.

The Florida Legislature approved the Uniform Certificate of Title Act (HB 475/S 676) — a top recreational boating industry priority — sending the bill to Gov. Ron DeSantis for his signature. National Marine Manufacturers Association heralded the legislation’s passage, calling titling a vital tool in the effort to protect consumers from buying damaged, destroyed or stolen boats. In response, NMMA vice president of state government relations, David Dickerson stated, “Florida legislators delivered a major victory for the state’s entire recreational boating community with the passage of uniformed boat titling legislation — a commonsense, pro-consumer measure that will provide critical safeguards for boaters and small businesses, alike.”

After entering into a memorandum of understanding, scientists and engineers from Coast Guard and Army research laboratories have been given the green light to collaborate on projects and share research assets and data. The Army Combat Capabilities Development Command’s corporate laboratory, the Army Research Laboratory, and the Coast Guard Research and Development Center entered into the agreement in January, giving them the authority to collaborate on mutually beneficial projects.

The Port of Rotterdam's blockchain incubator, BlockLab, is beginning to launch its first applications, according to the seaport. In a network without central leadership, trust is often lacking, but it is needed for large-scale data sharing that can simplify and accelerate business processes. Blockchain provides that trust because transaction data is recorded in a secure way on a huge number of computers. "Blockchain is certainly not the solution to everything, but it can tackle the problem of trust that stands in the way of solutions," said Aljosja Beije, logistics lead at BlockLab.

This course is designed for new or experienced mariners and meets or exceeds the requirements of all states that mandate recreational boating safety education. Topics include: types of boats and engines; federal and state boating laws including legally required equipment; boat trailering; boat handling, anchoring and safety; aids-to-navigation, buoy and light systems; navigation rules and signals; lines and knots; and boating safety issues related to hunting, fishing and water skiing.
