Cyber adversaries are attempting to gain sensitive information including the content of an official
Notice of Arrival (NOA) using email addresses that pose as an official Port State Control (PSC)
authority such as “port @ pscgov.org.”

NOAA’s Climate Prediction Center is predicting that a near-normal Atlantic hurricane season is most likely this year. The outlook forecasts a 40% chance of a near-normal season and a 30% chance of an above-normal season. The hurricane season officially extends from June 1 to November 30. For 2019, NOAA predicts a likely range of nine to 15 named storms (winds of 39 mph or higher), of which four to eight could become hurricanes (winds of 74 mph or higher), including two to four major hurricanes (category 3, 4 or 5; with winds of 111 mph or higher).

A tentative agreement on a new contract was reached with the BC Maritime Employers Association, the International Longshore and Warehouse Union Canada said in a statement. Jim Thompson, a spokesman for the International Longshore and Warehouse Union Canada, said the lockout had started in at least some work sites at the port and others in British Columbia. He said talks between the union and the B.C. Maritime Employers Association were continuing under federal mediation.

A new study found that deep water in the Gulf of Maine has been warming twice as fast as the surface in the last 15 years. The findings are not necessarily new, according to the Bangor Daily News. Researchers suspected warming was the reason endangered right whales are moving farther north in search of food, but they didn’t know the extent of the warming in deeper sections of the gulf.

The U.S. Coast Guard came to the aid of a 25-foot pleasure boat that began taking on water near Sandy Hook, Connecticut, recently.
The Coast Guard's New York sector received the report of a boat in trouble and diverted a response boat from the Sandy Hook station to the scene, according to a news release from the Coast Guard.

Two Texas boaters lost their lives over the Memorial Day holiday weekend, and emergency responders survived a life-threatening situation when their vessel swamped and capsized in the same fierce current of the flood-swelled river that claimed one of those victims. Also during the holiday weekend, more than 20 boat-related incidents resulted in injuries to boaters, some significant that included broken bones and severe lacerations.

Boats weren’t the only things launching on the North Saskatchewan River recently. The Edmonton Police Service Marine Unit kicked off its annual Water Safety Week to remind river-users to stay safe and alert on the water. “With the changing weather, people are looking for activities to do outside because of course the river valley is such a great draw for people,” said Constable Derek Jones at the recent 50 Street Capilano boat launch.

Email phishing tactics have been added to the list of methods being used by outsiders to hack into commercial cargo vessel operations and navigation information, maritime regulators report. According to a safety bulletin published by the Coast Guard recently “adversaries are attempting to gain sensitive information including the content of an official Notice of Arrival” in requests that use email addresses posing as official Port State Control authorities.
