Recently, Texas Governor Greg Abbot signed a bill that requires boat operators to be physically connected to a boat’s emergency shutoff switch into law. The bill was called “Kali’s Law,” after 16-year-old Kali Gorzell died in a 2012 boating accident in Port Aransas, Texas. According to TV station KVUE, a family friend was driving a boat that Gorzell was a passenger on when it “swapped ends.” The teenager fell off the boat and struck the propeller.

- There are new opportunities for ports and transportation entities for funding. Here is a quick snapshot:
Port Infrastructure Development Program provides a total of $92,730,000, to remain available until expended. MARAD is directed to provide grants for infrastructure improvement projects for the 15 coastal seaports that handled the greatest number of loaded twenty-foot equivalent units (TEUs) of foreign and domestic containerized cargo in 2016. - The Maritime Administration has announced the availability of $7 million in federal grant funds for Marine Highway Projects. America’s Marine Highway Program, a U.S. Department of Transportation-led and AAPA-supported program, was designed to integrate marine highway services and ports into the nation’s surface transportation system. Application deadline is incorrect on the Federal Register, but will be updated in the next few days. Read More.
- In the Build Grant, $900 million is available to be awarded for investments in surface transportation infrastructure. There should be a 50-50 split between rural and urban grants. The maximum grant size is $25 million. For a project in a rural area, the minimum grant award is $1 million; in non-rural areas the minimum grant award is $5 million. There is no minimum award size for planning grants. Selection criteria encompass safety, economic competitiveness, quality of life, state of good repair, innovation and partnerships with a broad range of stakeholders. As water levels remain high on many Michigan waterways, the Department of Natural Resources offered safety tips for boaters. High water levels can cause flooding and strong currents that can lead to more debris floating in and under the surface of the water. It can also make swimming and controlling boats difficult, and alter routes in the water. Boaters are reminded to know the local watercraft controls for the bodies of water they are using. The Coast Guard is seeking the public's help to identify a suspected hoax caller who has been transmitting distress calls since late March around Ocean City, Maryland. The Coast Guard said watchstanders in the region have received a steady stream of suspected or confirmed hoax radio calls that are believed to be from the same person. The calls in Ocean City were made on VHF-FM marine band channel 16, a channel designated only for hailing and distress calls. The caller has stated that they were "going down with the ship" and regularly broadcasts "mayday, mayday, mayday," along with a string other calls and including profanity.

Two recent police officer-involved shootings of individuals in crisis with mental illness have left some frustrated there isn’t more funding for specialty training and resources for family members who seek help. San Mateo County, California, offers Crisis Intervention Training for first responders such as law enforcement, police dispatchers, paramedics and hospital security officers about twice a year, said Sheriff’s Deputy Jim Coffman.

A Department of Defense official recently unveiled plans for contractor cybersecurity standards, which are scheduled to be implemented by January 2020. Katie Arrington, special assistant to the assistant secretary of defense acquisition for cyber, made the announcement along with a plea for the private sector to work with the government to secure its supply chain at a Professional Services Council conference. The new standards will fold in currently in place National Institute of Standards and Technology guidance along with new input from the private sector and academia into a five-level system.

Michigan Attorney General Dana Nessel and the Michigan State Police (MSP) are sending a strong message to residents who are targeting suspected child sexual predators: vigilante activity will not be tolerated. A vigilante's recent behavior in the Grand Rapids, Michigan, area has escalated and demonstrated reckless conduct, including luring suspected online predators to a public place, recording the sometimes violent interactions, then posting the videos on social media, according to the Michigan State Police. Authorities have told the vigilante, and others like him, they aren't able to prosecute any more cases based on information gleaned by this method.
