The White House Office of Management and Budget recently released a sweeping proposal to overhaul the organization of the federal government, including the nation's maritime agencies. The proposal — titled "Delivering Government Solutions in the 21st Century" — calls for tectonic shift in the structure of the federal government. It would also add several new functions to the portfolio of the Department of Transportation and its civilian maritime division, the Maritime Administration.

About the STAR Program
The NMLEA has developed a program to help agencies and vendors discern products in a crowded marketplace by utilizing our staff and our members to provide reviews and evaluations of products. Our cadre of professionals have spent more than two decades compiling a body of knowledge and developing solutions for agencies in the areas of equipment evaluation, testing, acquisition, management and sustainment. We've taken that experience to develop an evaluation and assessment protocol and called it the NMLEA STAR PROGRAM: Service Tested — Academy Recognized. Helping teams throughout the Nation at the local, county, state, federal, tribal, military and private sector levels (and internationally through the IMLEA), the STAR Program provides a network of operators, peers and subject matter experts to help in the evaluation and assessment processes.

The Academy staff is working on its workshop plans for the balance of the year, and into 2019. The goal is to deliver a workshop in the following regions: Northeast, Mid-Atlantic, Southeast, Gulf Coast, Great Lakes, Northwest and Southwest. The 1 or 2 day Workshop Agendas include subject areas like these: Tactical Behavior Science, Advanced Firearms training, Maritime Active Threat Response, Industry State of the Union (hear directly from key manufacturers), Grant Forecast (what's on the horizon as it relates to the PSGP,) Training Advances in the Maritime First Responder Community, National Maritime Intelligence Efforts (and how they relate to you and your area of operations,) and the latest in Maritime Border Security.

In a major statement on privacy in the digital age, the Supreme Court ruled that the government generally needs a warrant to collect troves of location data about the customers of cellphone companies. The 5-to-4 ruling will protect "deeply revealing" records associated with 400 million devices, the chief justice wrote. It did not matter, he wrote, that the records were in the hands of a third party.

Lockheed Martin will launch a new cyber arm in San Antonio that will grow to 100 jobs over the next two years, according to company officials. The new office being built inside Port San Antonio’s Project Tech building represents one of a handful of facilities Lockheed has built in client-adjacent offices. Other sites include Ft. The U.S. government has approved funding needed for the Outdoor Recreational Satellite Account to study the economic impact of outdoor recreational in the coming year. The U.S. Senate Appropriations Committee last week included funding for the Department of Commerce's Bureau of Economic Analysis ORSA in its Fiscal Year 2019 Commerce, Justice, and Science bill. Lawmakers set funding at $1.5 million, meeting the funding levels necessary to survey the economic impact of the outdoor recreation industry in the coming fiscal year.
