The National Marine Manufacturers Association testified before the U.S. Trade Representative this morning, saying that the fourth proposed list of tariffs on Chinese goods would target lifesaving equipment, critical infrastructure materials, water-sports equipment and fishing gear. “While NMMA appreciates the administration’s actions to target unfair trade practices and increase American competitiveness, we believe the sweeping imposition of high and compounding tariffs will have a detrimental impact on U.S. marine manufacturers and consumer products,” said NMMA senior vice president of government and legal affairs Nicole Vasilaros during her testimony, according to her prepared remarks.

- There are new opportunities for ports and transportation entities for funding. Here is a quick snapshot:
Port Infrastructure Development Program provides a total of $92,730,000, to remain available until expended. MARAD is directed to provide grants for infrastructure improvement projects for the 15 coastal seaports that handled the greatest number of loaded twenty-foot equivalent units (TEUs) of foreign and domestic containerized cargo in 2016. - The Maritime Administration has announced the availability of $7 million in federal grant funds for Marine Highway Projects. America’s Marine Highway Program, a U.S. Department of Transportation-led and AAPA-supported program, was designed to integrate marine highway services and ports into the nation’s surface transportation system. Application deadline is incorrect on the Federal Register, but will be updated in the next few days. Read More.
- In the Build Grant, $900 million is available to be awarded for investments in surface transportation infrastructure. There should be a 50-50 split between rural and urban grants. The maximum grant size is $25 million. For a project in a rural area, the minimum grant award is $1 million; in non-rural areas the minimum grant award is $5 million. There is no minimum award size for planning grants. Selection criteria encompass safety, economic competitiveness, quality of life, state of good repair, innovation and partnerships with a broad range of stakeholders. The IMO Maritime Safety Committee (MSC) delivered initial work on a scoping regulatory exercise for autonomous shipping last week in London, and International Association of Ports and Harbors (IAPH) published the initial report findings on the implications of autonomous vehicles on land, sea and air for ports. The IAPH has published a study conducted by Fraunhofer CML in collaboration with Hamburg Port Authority on the impact of autonomous vehicles (sea, air and land) on port infrastructure needs.

Former Coast Guard helicopter rescue swimmer Joseph "Butch" Flythe recalls one of his early rescues, in which he jumped out of a helicopter into the water 100 miles off North Carolina's Cape Hatteras to help two men whose sailboat had capsized in a squall. Following discussion on ship safety issues relating to the implementation of the 0.50% sulfur cap, the MSC adopted a resolution providing recommended interim measures to enhance the safety of ships relating to the use of the new blends of oil fuel expected.
