Many people in Eastern Iowa celebrate the fourth of July boating with friends and family and watching the fireworks over the Cedar River. But the Iowa Department of Natural Resources was also out in full force this week. “Let’s see two lifejackets,” said Conservation Officer Angie Jansen to a boater. Riding along with Officer Dakota Drish, they helped a number of other DNR Conservation Officers uphold the law.

- There are new opportunities for ports and transportation entities for funding. Here is a quick snapshot:
Port Infrastructure Development Program provides a total of $92,730,000, to remain available until expended. MARAD is directed to provide grants for infrastructure improvement projects for the 15 coastal seaports that handled the greatest number of loaded twenty-foot equivalent units (TEUs) of foreign and domestic containerized cargo in 2016. - The Maritime Administration has announced the availability of $7 million in federal grant funds for Marine Highway Projects. America’s Marine Highway Program, a U.S. Department of Transportation-led and AAPA-supported program, was designed to integrate marine highway services and ports into the nation’s surface transportation system. Application deadline is incorrect on the Federal Register, but will be updated in the next few days. Read More.
- In the Build Grant, $900 million is available to be awarded for investments in surface transportation infrastructure. There should be a 50-50 split between rural and urban grants. The maximum grant size is $25 million. For a project in a rural area, the minimum grant award is $1 million; in non-rural areas the minimum grant award is $5 million. There is no minimum award size for planning grants. Selection criteria encompass safety, economic competitiveness, quality of life, state of good repair, innovation and partnerships with a broad range of stakeholders. Boaters, beware. Officials warn that record-high water levels can cause hazards for those trying to enjoy the water on Michigan's beautiful lakes, rivers and streams. High waters can cause flooding, deep water and strong currents, which create difficult conditions for anyone swimming or boating, according to the Michigan Department of Natural Resources. It can also eliminate or alter access routes to and between bodies of water.

The RCMP Marine Unit is continuing a voluntary vessel safety pre-check using RCMP volunteers at Paddlewheel Park boat launch in Vernon, British Columbia. “This initiative will help speed up our checks on the water,” states Const. Baldoff who is one of the two RCMP members patrolling the lakes around Vernon. Vernon has the help of trained RCMP volunteers to assist the Marine Unit in allowing boaters to complete a pre-launch inspection of all the items required under the Canada Shipping Act along with its regulations governing pleasure craft.

According a press release from the Wyoming Game and Fish Department, alcohol use is a leading contributing factor in recreational boater deaths and boating crashes.

The Coast Guard is investigating why three tugboats attached to a mooring barge along the Illinois River in Hardin, Illinois, went underwater recently. River levels have been high, but a Coast Guard spokesperson said it’s too soon to determine why they went under water. The boats and barge were unoccupied. The tugboats held nearly 5,000 gallons of diesel fuel, according to the Coast Guard. The agency remained on the scene as the effort to keep fuel from spilling downstream was underway.

A 56-year-old man accused of crashing his boat into a Texas Game Warden patrol boat on Lake Travis recently has had prior DWI convictions. Officers arrested Rodney Barefield and charged him with boating while intoxicated, a third-degree felony, after the crash, which sent two Game Wardens and their intern to the hospital. The crash happened shortly before 10:30 p.m. near Mile Marker 16, not too far from the Lakeway Marina, a Texas Parks and Wildlife spokesperson said.

Four people have been killed over the Fourth of July weekend from either boating crashes or drownings, and another is still missing. The tragic holiday weekend in Alabama includes the following deaths: Kelsey Nicole Starling, 26, of Troy, has been missing since a two-boat crash occurred at Smith Lake north of Birmingham, Alabama. Starling was the passenger of a boat driven by 23-year-old William Jackson Fite of Decatur, Alabama. He was booked into the Winston County Jail on a charge of boating under the influence.

Fairfield Police Department's Marine Unit offered up boating safety tips ahead of the July Fourth holiday weekend. Police say boaters should have horns or a whistle, fire extinguisher, flares and a throwable device on board. Officials say there should be enough lifejackets on board for all passengers.
