NMLEA 2018-2019 workshop planning taking Place — First cities selected!

As reported in previous weeks, the Academy staff is working on its workshop plans for the balance of the year, and into 2019. With the goal is to deliver a workshop in the Northeast, Mid-Atlantic, Southeast, Gulf Coast, Great Lakes, Northwest and Southwest areas, some cities have been selected:
Boston, Miami, Indianapolis, San Diego, Seattle, Houston have been selected as the workshop sites, with more locations in discussion and planning. Dates to be chosen and released in the coming weeks.
The 1 or 2 day Workshop Agendas include subject areas like these: Tactical Behavior Science, Advanced Firearms training, Maritime Active Threat Response, Industry State of the Union (hear directly from key manufacturers), Grant Forecast (what's on the horizon as it relates to the PSGP,) Training Advances in the Maritime First Responder Community, National Maritime Intelligence Efforts (and how they relate to you and your area of operations,) and the latest in Maritime Border Security.

This week FEMA released “Planning Considerations: Complex Coordinated Terrorist Attacks” to aid all community partners, including all levels of government, infrastructure owners and operators, small businesses, non-profit organizations, and volunteer organizations, in planning and preparing for complex coordinated terrorist attack scenarios.
Complex coordinated terrorist attacks represent an evolving and dynamic terrorist threat with the potential for mass casualties and infrastructure damage anywhere and at any time. The guide includes the unique characteristics of complex coordinated terrorist attacks, identifies potential challenges, and discusses the six-step planning process as it relates to complex coordinated terrorist attacks. The guide also provides information on identifying the capabilities necessary to respond to complex coordinated terrorist attacks using the Threat and Hazard Identification and Risk Assessment, and includes a list of relevant, available resources.

An Interview with Tres Martin and Brad Schoenwald
As we all can attest, the advancement of boat designs and technologies have been impressive. But often, the 4 P's in Public Safety (People, Platforms, Processes and Performance, as discussed in our White Paper, Navigating the Changing Seascape of Maritime Public Safety) aren't always keeping up. For the People part, we often find officers in positions with maritime operational expectations, without the proper training. On the Platform side of things, we don't always get the right designs or equipment to conduct the mission we really want that boat to do. Our Processes don't always keep up with the latest technologies, as our knowledge may be limited because due to the significant loss of institutional knowledge, as "Boomers" retire at an alarming rate (there's the People part again). So this, in turn, affects our Procurement Process, our Platform choices, our training processes, and most importantly, our Performance.
Tres Martin is one of the best known subject matter experts in performance boat operations, having won four National and four World Titles and inducted into the APBA Hall of Fame Champions. Tres has taught NAVY Seals, Naval Special Warfare Services, US Coast Guard, Mercury Marine and other boat manufactures, and over a thousand individuals on advanced, high-performance boat skills. Due to his knowledge and expertise, Tres is also a consultant for the marine industries and insurance companies as well as for legal litigation.
Brad Shoenwald retired from the U.S. Coast Guard after over 20 years of service and numerous positions of leadership as an Executive Officer, and as an Officer-in- Charge. In addition to his operational background, Brad has an extensive background in instructional Technologies and Human Performance Technologies. The depth of this training and education resulted in Special Recognition for Inspirational Leadership at the Chief Petty Officer Academy in New London Connecticut. Brad is also on staff at the USCG Cruise Ship National Center of Expertise, where cruise ship inspectors from around the world are trained on complex systems, crew proficiency and performance as well as all the regulations governing the Cruise Industry. Brad writes for a variety of boating magazines and is frequently requested to speak during boating safely and human performance technologies conferences.

Perhaps no other gesture has gained so much notoriety for being deceptive as the facial touch. Touching the face, as noted in over 90 behavioral studies, has shown to be the most common behavior displayed in study subjects during deliberate deception. As with all elements, the facial touch is no more important than others. In study settings, the gesture may only become more prevalent due to a lack of interviewer being present in the room, decreased stress levels causing no leakage elsewhere on the body and the overall "safety" of knowing that a study is being conducted, causing participants to relax more than if they were lying about a more important matter.

Detroit police have a new patrol boat nicknamed "The Shark." It's not a nautical nickname, but a moving tribute to a fallen officer who was with the Detroit Police Department for 20 years. Capt. Ken Steils was shot and killed almost two years ago in the line of duty as he tried to arrest a man wanted in connection with a shooting. His widow and two young sons recently were part of the christening of the new piece of police apparatus: a harbormaster police cruiser.
