On July 31, the Senate Committee on Commerce, Science & Transportation reported favorably the Coast Guard Authorization Act of 2019 (S. 2297) without including either anti-Jones Act provisions which were offered or the Jones Act modifications included in the House of Representatives’ version of the legislation. The “Jones Act” is the popular name for a law that restricts the transportation of “merchandise” in U.S. domestic commerce to qualified U.S.-flag vessels (which must be constructed in the United States). Similar laws apply to the transportation of “passengers,” towing, dredging and fishing in U.S. waters.

MARAD has released an advisory to commercial vessels that is worth taken note of, as the Persian Gulf becomes increasingly volatile. It states, “Heightened military activity and increased political tensions in this region continue to pose serious threats to commercial vessels. Associated with these threats is a potential for miscalculation or misidentification that could lead to aggressive actions. Vessels operating in the Persian Gulf, Strait of Hormuz, and Gulf of Oman may also encounter GPS interference, bridge-to-bridge communications spoofing, and/or other communications jamming with little no warning.” To read this advisory and others posted by the Maritime Administration, visit here.
The NMLEA’s Executive Director, Mark DuPont, was a guest speaker at the 7th Annual Maritime Security Conference West this past week in Los Angeles, and discussed the Training Challenges and Trends affecting everyone today. “There was good discussion amongst a lot of people that have been focused on maritime security for a long time, about the key things that are disrupting or affecting the workforce and mission performance,” said Director DuPont.

It updates The National Terrorism Advisory System, or NTAS, a tool designed to communicate information about terrorist threats by providing timely, detailed information to the public. A fishing boat that struck an empty salmon pen in Port Angeles Harbor was recently traveling nearly 30 mph before the fatal crash, a preliminary report said. Robert R. Elliott and his three passengers were returning from a six-hour fishing trip when the 20-foot fiberglass boat they were on collided with the structure at about 9:45 p.m., Port Angeles police said.

The first African American woman to achieve the rank of master chief in the Coast Guard will have a cutter named after her in 2019. Master Chief Angela M. McShan will be the namesake of the new Fast Response Cutter Angela McShan, according to the Coast Guard. McShan lost her battle with cancer on Dec. 29, 2000, two months after becoming a master chief petty officer and had a storied 20-year career with the Coast Guard.

Washington state authorities say they made 54 arrests for suspicion of Boating Under the Influence during an annual Seattle celebration. KING-TV reported the arrests were made on Lake Washington during the city's recent Seafair Weekend Festival. The Seafair summer festival began in 1950 and spans 10 weeks with neighborhood events and citywide celebrations including a triathlon, 5K and 8K runs and a torchlight parade.

Data for the first six months of 2019 shows a huge decrease in crime in Fort Myers, Florida. The city’s police department said that it owes the good news to better policing strategies, used in tandem with new technology. Fort Myers’ Real-Time Crime Center played a significant role in bringing down the numbers. More and more police departments are now looking to allocate a part of their budget to set up these real-time crime centers.

The Hamilton, Ontario, police marine unit rescued five sailing students from Lake Ontario during a thunderstorm recently. Police say they were patrolling the waters just before 11:00 a.m. when they saw the kids sailing two small sailboats under the Burlington Canal Lift Bridge. The students were unable to keep control of their boats because of the heavy rain and winds during the storm, according to police. When their boats capsized, five kids ranging in age from 11 to 12 fell into the water.

The Coast Guard and partner agencies recently conducted a maritime law enforcement operation from Brevard County, Florida, north to Carteret County, North Carolina, covering more than 500 miles of coastline. Coast Guard crews conducted the operation in coordination with 104 partner agency units from several federal, state and local agencies. The operation focused on the education and enforcement of boating safety and maritime security throughout the Southeast.
