A boat collision on the San Joaquin Delta near Ski Beach recently killed one person and injured at least five others. In a news release, the San Joaquin County Sheriff’s Office said it was investigating the crash, which was initially reported as a hit-and-run, but it later said a boat fled the scene to seek medical attention for its passengers and has been in contact with law enforcement.

In an article published by Safety4Sea (click here for full article), the Norwegian National Security Authority (NSM) advises of an increase in the number of cyber campaigns targeting several different sectors since June 2019 and states that both the maritime sector and the oil and gas sector have been victims of such targeted attacks.
The report also highlights that “both obvious and less obvious companies may be affected, meaning that all types of ships, as well as shipowners’, land-based infrastructure can be vulnerable to cyber incidents. In fact, in a statement of 19 August 2019, the Norwegian Maritime Authority (NMA) states, “Especially shipowners that operate in ISPS/MARSEC level two areas or higher should be aware of the situation.”
Put simply, the maritime industry, from terminal operators to shipping companies, and from cruise lines to port authorities, this is a real and present danger.

E-navigation is defined as “the harmonized collection, integration, exchange, presentation and analysis of marine information on board and ashore by electronic means to enhance berth to berth navigation and related services for safety and security at sea and protection of the marine environment.” The work conducted by the IMO during the last years lead to the identification of specific user needs and potential e-navigation solutions. As mentioned in the article above, cyber attacks are on the increase. Especially in the maritime domain, and especially in coastal states. In another story published in Government Technology/Miami Herald dated 8-23-19, (click here for full article) attacks on four Florida cities over an eight week period is highlighted. Like the rising sea level from climate change, these attacks are expected to rise, too.
And, as stated above, this further illustrates the urgency for the maritime industry, to prepare and prevent these types of attacks through a holistic cybersecurity plan.

The Coast Guard is searching for possible people in distress, after discovering a beached panga boat with dozens of bales of marijuana onboard in Malibu recently. At about 6:20 a.m., the Coast Guard's Los Angeles-Long Beach station received a report of an abandoned 35-foot panga vessel, with 41 bales of marijuana that weighed nearly 600 pounds, officials said.

The Coast Guard has issued a safety warning for commercial boat operators, saying they should monitor the amount of unsupervised phone charging on their boats in the wake of a fire off the coast of California that killed 34 people. USA Today reported that a preliminary report into the boat fire near Santa Cruz Island could come soon, according to the National Transportation Safety Board. While the report will likely not include a cause, it will examine how batteries and electronics were stored.

The 35-year-old boater facing charges in the death of a man on a water scooter is a local charter boat captain who was impaired and illegally speeding back to shore just before the fatal collision, according to the Pinellas County Sheriff’s Office. The boat’s operator, Jesse Mayer, also had a 9-year-old girl on board, deputies said.
