A federal grand jury indicted Kenneth Scott McKee, the captain of the duck boat that sank in Table Rock Lake in July — killing 17 — with 17 counts of misconduct, negligence, or inattention to duty by a ship's officer. The indictment accuses McKee, 51, of Verona, Missour, of a series of failures that "contributed to and caused the destruction of" the lives of those on board on July 19, during a severe storm with wind speeds more than double the maximums for safe operation of the boat.

And the Law Enforcement Active Shooter Emergency Response (LASER) Course focuses on the immediate "Over-the-Rail" type of response an offer, or officers would take when receiving that call from a dinner cruise boat, casino boat, or ferry.

A recent report from the United States Military Academy's Combating Terrorism Center at West Point highlighted the use of unmanned aerial systems by the Islamic State of Iraq and ash-Sham and discussed the potential employment of this technology by other terrorist organizations. While UAS have beneficial uses such as search and rescue and border security, they can also be used by individuals with nefarious intent, as was the case in a July 2018 incident in which an environmental activist group crashed a drone into a French nuclear power plant to illustrate its vulnerability. Similarly, a camera equipped drone could be a useful tool to conduct preoperational surveillance in preparation for a terror attack. Additional information on the security challenges posed by UAS can be found on the DHS website.

Big events, such as environmental disasters, vessel casualties and acts of terrorism, often lead to changes in maritime law, regulation and policy. The most recent example is the 2015 loss of the U.S.-flagged cargo vessel El Faro and its crew of 33 off Bahamas during Hurricane Joaquin. After completing investigations of the casualty, the Coast Guard and National Transportation Safety Board recommended substantial policy changes. Based on these recommendations, lawmakers developed the Maritime Safety Act of 2018, which was incorporated into the Save our Seas Act and signed into law by President Trump in October.

The leading U.S. general has warned of new military threats from Russia and China but emphasized that the world was not yet at war, as the two top competitors presented different challenges. Marine Corps General Joseph Dunford, chairman of the Joint Chiefs of Staff, described the complexities of the contemporary global security environment during an address at Duke University in North Carolina. The senior military leader identified Russia and China as near-peer competitors, not enemies. Dunford acknowledged that today's dynamics meant the two nations could present serious obstacles to advancing U.S. interests abroad.

The Maritime Executive
Nine ocean carriers and terminal operators have signed an MOU to form a consortium to develop the Global Shipping Business Network (GSBN), an open digital platform based on distributed ledger technology.
The participants include ocean carriers CMA CGM, COSCO Shipping Lines, Evergreen Marine, OOCL, and Yang Ming; terminal operators DP World, Hutchison Ports, PSA International and Shanghai International Port; and software company CargoSmart. The new platform will connect all stakeholders, including carriers, terminal operators, customs agencies, shippers and logistics service providers to digitize their supply chain.

U.S. Secretary of State Mike Pompeo has granted a sanctions waiver for the Indian-Iranian port project at Chabahar. The joint venture would otherwise be prohibited by the American ban on transactions with Iran's shipping industry, and the exemption ends an extended period of uncertainty over the port's future.
