The Sport Fish Restoration and Recreational Boating Safety Act of 2019 was recently introduced in the U.S. House of Representatives and immediately received an infusion of support by several fishing and outdoors groups.

The National Maritime Intelligence-Integration Office (NMIO) has been working with its state and local law enforcement partners nationally to better integrate their efforts into the larger maritime community. This collaboration revealed the need for training to expose state and local law enforcement analysts and officers to the intricacies of the maritime shipping industry. In response to that need, NMIO, with production assistance from the National Maritime Law Enforcement Academy (NMLEA), created a course, Introduction to Maritime Industry, for use by members of the global maritime community of interest.

Ok, you may have thought we were talking about your New Year’s resolution and how you were going to get into the post-holiday slim down, but what we are really talking about is your Port Security or regional preparedness exercises. If you haven’t already begun thinking about (or are subconsciously avoiding the thought of) table-tops, functional, or full-scale exercises, help is available!
Although to some the planning and execution of exercises may be overwhelming, evidence shows us (from decades of experience) that post-incident/exercise evaluations and reports often confirm that experience gained during exercises was the best way to prepare teams to respond effectively to an emergency. Exercises should be designed to engage team members and get them working together to manage the response to a hypothetical incident. Most importantly, exercises positively enhance people’s knowledge of plans, and allow team members/responders/employees/regions to improve their own performance while identifying opportunities to improve capabilities if and when real events occur.
As outlined by the Department of Homeland Security, exercises are a great method to:
- Evaluate the preparedness program
- Identify planning and procedural deficiencies
- Test or validate recently changed procedures or plans
- Clarify roles and responsibilities
- Obtain participant feedback and recommendations for program improvement
- Measure improvement compared to performance objectives
- Improve coordination between internal and external teams, organizations and entities
- Validate training and education
- Increase awareness and understanding of hazards and the potential impacts of hazards
- Assess the capabilities of existing resources and identify needed resources

While the investigation into a recent boating incident is still underway, it's essential to make sure everyone is safe on the water. Lieutenant Daron Brown said all the safety procedures from the summer imply in the winter. While water levels stay the same for a more extended time in the fall and winter, Brown said boaters need to realize water levels are lower than in the summertime. He also said it's crucial to have a life jacket on when you are on any manually propelled boats, such as canoes and rafts, in addition to powerboats, sailboats, jet skis and fishing float tubes.

A boating accident reportedly “seriously injured” a deer hunter on Melton Hill Lake, Tennessee, near Oak Ridge Wildlife Management Area. A Tennessee Wildlife Resources Agency reported the incident via a news release posted on Facebook. TWRA officers said three deer hunters headed out to hunt in Oak Ridge Wildlife Management Area. They launched an aluminum boat at Solway Boat Ramp, heading towards the management area in “dense fog.” The boat ran aground near the Freels Bend area in the early morning.

When someone gets seriously hurt or dies in a boat wreck, the investigation isn’t as straightforward as a car collision — with skid marks, lane lines, speed and traffic lights to guide it. Evidence disappears with the wakes and sometimes sinks. But determining what happened is handled roughly the same way. Investigators have to piece together a sequence of events from the boat parts that remain, and use eyewitness testimony and knowledge of the waters, too. Then they have to be able to back it up in court.

At least three people have died since 2016 because of boating accidents while hunting. Life jackets save lives! America’s Boating Club – Marco Island, Florida, and 13 other boating related organizations gathered recently, Rose Marina to remind Marco Island Boaters to always wear a life jacket (also known as a Personal Flotation Device) while on the water or underway in a boat. “Nationally, there are an average of 670 fatal boating accidents annually. The vast majority of those who died by drowning were not wearing a life jacket,” according to Tom Morr, Commander of America’s Boating Club – Marco Island.
