Several California Congress members are calling for stronger safety measures on passenger vessels in the aftermath of the Conception dive boat fire that killed 34 people on Labor Day — one of the worst maritime disasters in the state's history. The Times recently reported that the Coast Guard, which has the sole authority to mandate safety protocols, has often rejected National Transportation Safety Board recommendations to improve fire-safety measures for nearly 20 years.

The National Maritime Intelligence-Integration Office (NMIO) has been working with its state and local law enforcement partners nationally to better integrate their efforts into the larger maritime community. This collaboration revealed the need for training to expose state and local law enforcement analysts and officers to the intricacies of the maritime shipping industry. In response to that need, NMIO, with production assistance from the National Maritime Law Enforcement Academy (NMLEA), created a course, Introduction to Maritime Industry, for use by members of the global maritime community of interest.

November marks the start of manatee season when everyone’s beloved sea cow migrates to warmer waters. These aquatic mammals cannot endure water temperatures below 68 degrees for extended periods, which is why they seek refuge in Florida’s natural springs and warm-water discharge canals near power plants during the colder months, according to Florida Fish and Wildlife Conservation Commission. The manatee is a federally protected animal and it’s against the law to harass, bother or feed them in the wild.

60,000 boats are suddenly seaworthy again (legally speaking), thanks to a letter-sending campaign. The Recreational Boating & Fishing Foundation's (RBFF) Boat Registration Reactivation Program delivered letters to owners of boats with lapsed registrations in 19 states, and resulted in more than 60,000 re-registrations. “Year after year, our Boat Registration Reactivation Program has brought tens of thousands of boaters back to the water,” said RBFF President & CEO Frank Peterson.

A search is underway for two missing boaters after a storm capsized a vessel off the southeastern coast of Florida recently, the Coast Guard said. A survivor told rescue crews that after their vessel capsized, he swam for help while the other two boaters stayed with life jackets on, the Coast Guard said in a press release. He was rescued by a good Samaritan vessel near Biscayne Bay, the Coast Guard said, and is receiving medical care at Jackson Memorial Hospital.

Kentucky Fish and Wildlife has created a new app dedicated to fighting crime against wildlife. The KFW Law app allows people to submit anonymous tips to law enforcement about crimes related to fish, wildlife and boating. People are also able to report tips through a text messaging system or the internet. Officials say crime has gone down in communities that use similar technology to report wildlife and environmental crimes, but people are still encouraged to call 911 in an emergency.

We can now call 2019 a good boating season. All our floats and boats are out of the water, so we begin the armchair boating season. Let’s sit around and tell stories. Some of the best stories are true, and we all have time for them and for training. Since setting them off during the Fourth of July fireworks season is illegal, I’m convinced that most boaters hardly ever practice setting flares off. One fisherman brought a set of old flares (wooden handle flares, they were quite old!) that he had carried for decades and had never tested them. They worked!

A man has been charged with boating while intoxicated after he slammed his boat into a Long Island sea wall, killing a 27-year-old woman on board and seriously injuring all three additional occupants. Kelley Blanchard was killed when the 39-foot Cobalt struck a bulkhead on Great Peconic Bay. Democratic Sen. Jim Gaughranm of New York, called for revoking the drivers’ licenses of anyone convicted of boating while intoxicated.
