And the Law Enforcement Active Shooter Emergency Response (LASER) Course focuses on the immediate "Over-the-Rail" type of response an offer, or officers would take when receiving that call from a dinner cruise boat, casino boat, or ferry.

Customs officials temporarily shut down the northbound San Ysidro, California border crossing to increase security at the port of entry. U.S. Customs and Border Protection announced the closure around 3 a.m. The closure also affected northbound pedestrian traffic. CPB reopened some lanes of traffic about three hours later after installing jersey barriers and concertina wire.

A little noticed organizational change in China's maritime patrols is causing increasing anxiety among Western military officials and their allies in the region, who fear Beijing is seeking new leverage to advance its goals and raising the likelihood that an accidental encounter could escalate into conflict. The U.S. confirmed earlier this year that China has reorganized its coast guard to serve as a military branch rather than answer to law enforcement authorities. Militarizing the formerly civilian organization provides China with the firepower to harass and intimidate vessels from other countries who dispute China's claims to waterways.

Hackers impersonated State Department spokeswoman Heather Nauert and another official, Susan Stevenson, to target hundreds of people in U.S. defense and law enforcement agencies, according to cybersecurity experts. The hackers are probably a group linked to Russian intelligence services, according to research by the firms FireEye Inc. and CrowdStrike Inc. published in a blog post by FireEye. There's no evidence that Nauert, Stevenson or the State Department were hacked, said Nick Carr, a senior manager at FireEye.
