Texas is moving closer to making offenses against police officers punishable as hate crimes. The state Senate passed, 30-1, on Tuesday a bill adding law enforcement agents to the list of groups targeted by bias or prejudice. Hate crimes against officers would include arson, criminal mischief, graffiti, unlawful restraint, assault and threats.
The proposal would increase penalties for any offenses committed against on-duty officers. It's designed to create an environment of respect for law enforcement, and to prevent future acts of violence against them — especially following a sniper attack that killed five Dallas police officers last summer.

A grand jury has declined to indict a Harris County sheriff's deputy for fatally shooting a county jail inmate at a Houston hospital where the prisoner awaiting treatment took a medical intern hostage. Deputy Adriel Hinojosa wasn't charged in the October 2016 shooting at Ben Taub Hospital. Authorities said 46-year-old prisoner Ricky Lynn Hall fashioned a piece of metal from headphones and used it as a weapon. When he refused to drop it said he intended to harm the student, he was shot. Hall died two weeks later.

An analysis of the navigation system of a pickup belonging to a missing Goliad man has yielded new information for investigators. Tuesday morning, about 10 searchers from the Victoria County Sheriff's Office, combed for about three hours an area near where Dr. Glenn Layne Towery's gray 2014 Ford pickup was found abandoned May 7, said Ward Wyatt, sheriff's office spokesman.
The Goliad County Sheriff's Office and Texas Rangers also participated in that search, which turned up no leads, Wyatt said. A ranch caretaker reported finding the pickup parked on a private road on the property he cares for.
