The deadly shooting in El Paso is being treated as a "domestic terrorism" case, prosecutors there said. And the FBI said it has opened a "domestic terrorism" investigation into the July shooting at the garlic festival in Gilroy, California.
But the individuals who commit these violent acts will ultimately be indicted on different federal charges — hate crimes or weapons possession. Here's why: Domestic terrorism is defined in the U.S. legal code but it is not codified as a law that can be prosecuted.

The city’s police department said that it owes the good news to better policing strategies, used in tandem with new technology. Fort Myers’ Real-Time Crime Center played a significant role in bringing down the numbers. More and more police departments are now looking to allocate a part of their budget to set up these real-time crime centers.

Monroe County’s more than 8,600 students head back to school, and district and law enforcement officials say new security and mental health measures are in place aimed at preventing mass shootings and other violence.
In preparation for the academic year, maintenance and facilities crews built security enhancements to the district’s 16 schools, Lynsey Saunders, school district communications and community relations coordinator, said in a press release.
