The man suspected in a deadly crime spree through Dallas and Cedar Hill was captured in Georgetown, police said. Silvestre Franco-Luviano, 40, was taken into custody about 7:30 p.m. Sept. 27 at an apartment complex in the 2100 block of North Austin Avenue in Georgetown. A tip led police to the apartment where relatives of Franco-Luviano live, Georgetown Police Chief Wayne Nero said. Franco-Luviano's suspected crime spree began Sept. 25 when Dallas police officers found 33-year-old Ruben Junior Moreno dead in his vehicle.

The "Stars and Stripes" program at the Harris County Sheriff's Office jail in Texas boasts an eight percent recidivism rate among military veteran offenders. The national average recidivism rate is 67.8 percent. More than 75 percent of the veterans participating in the program have been diagnosed with Post Traumatic Stress Disorder. "We've given you the tools, now it's up to you to change your future," Harris County Sheriff Ron Hickman said when he visited the jail.

The Tom Green County Commissioners Court gave the Sheriff's Office the go-ahead to get some high-tech tools to fight crime. At its meeting Sept. 27, the court accepted a $33,342 federal grant from the 2016-17 Edward Byrne Memorial Justice Assistance Grant program. It will pay for a $12,494 forensics workstation, a $19,999 contraband team detection kit and an $849 laser distance meter.

Hopkins County Commissioners recently accepted bids for new sheriff's service SUVs and two used dump trucks. Texas Country Ford in Winnsboro was low bidder for three new SUVs. The Sheriff's Department is moving from pickups to SUVs for deputies. Commissioners also will purchase two used 2010 diesel dump trucks from a company in Louisiana.

The Coleman County Jail is not what you think of when you hear the phrase, "home sweet home." "The jail has a Texas historical marker on it and it was occupied in 1890," said Sheriff Wade Turner. Not only has the jail housed criminals since 1890, it traditionally also houses the sheriff's family. And for almost 30 years Sheriff Turner's family thrived within the jail walls. But with the age of the jail comes issues — the jail can only house nine inmates and the rest of Coleman County's inmates have to be sent to other jails.

The FBI will have up and running within two years a database that tracks instances of police use of deadly force, FBI Director James Comey told lawmakers Sept. 28 at a Congressional hearing. The database is intended to capture how often police officers kill citizens in the line of duty and to correct a record-keeping gap that Comey said has resulted in uninformed conversations, based on anecdotes and not facts, about use of force.
