A draft of Colorado's proposed water plan may not be trickling down to the people
The Colorado Independent

The New York Times

Good rains in Texas benefit lakes statewide
The Associated Press via Albuquerque Journal
Restaurant owner Kelly Duncan gazes incredulously at a full Lake Lavon. Three months ago, this lake northeast of Dallas was half-full. But good rainfalls in March and April meant the U.S. Army Corps of Engineers released water this week from the full lake to reduce flood risk. And the news going forward is good.

Forbes
It’s no secret that it has become harder and harder to get a small-business loan from a bank. Luckily for small businesses, many other ways of borrowing money are now available. Setting goals the S.M.A.R.T.E.R. way
By D. Albert Brannen
Since the early 1980s, management consultants have used an acronym, S.M.A.R.T., to guide people through effective, objective goal-setting. Over time, this acronym has been tweaked and expanded. One variation is to make goals S.M.A.R.T.E.R., which indicates that goal-setting is an ongoing, continuous improvement process.
