After years of chatter, water appears to have finally percolated to the top of the Texas Legislature's agenda. There is no doubt that Texas is in dire need of a well-funded water plan, and lawmakers on both Republicans and Democrats appear ready to do something this year. Part of the impetus comes from experiencing the worst single-year drought in Texas history in 2011. The rest comes from the realization Texas isn't ready for the next one. More

Hiring increased at a slow but steady pace at American businesses last month, despite a massive storm and growing fears of a brewing fiscal crisis in Washington. The Labor Department's latest job-market overview showed employers added 146,000 jobs in November. That is better than the previous two months, which were revised down, but still too weak to get many of America's 4.8 million long-term unemployed back to work. More

Car wash owner addresses 'skimmer' reports

While authorities are investigating what one police captain believes are incidents of "skimming," the owner of a car wash in Plainview, Texas, where this has apparently happened multiple times is also searching for answers. Skimmers are objects placed by thieves on top of or nearby actual card-swipping devices, allowing the culprit access to debit or credit card information. Express Care Car Wash owner Newt Harrell said he received information a few weeks ago that cards used by customers there might be compromised. More

BMW recalling 30,000 X5 sport utilities

BMW is recalling almost 30,000 of its diesel-powered 2009-12 X5 sport utilities because the power-assist for the steering may fail, according to a report from the automaker posted on the Web site of the National Highway Traffic Safety Administration. BMW says it is possible that a bolt could loosen "due to a number of unfavorable contributing factors, including very low ambient temperatures." More

Texas state Rep. Harvey Hilderbran, of Kerrville, has filed legislation to promote small business development in Texas by permanently extending a tax exemption for companies that earn less than $1 million a year. In 2009, the Texas Legislature temporarily raised the franchise tax revenue exemption for small businesses to $1 million, offering tax relief to nearly 40,000 additional small businesses across the state. More than 50,000 undocumented immigrants nationally have been approved for the Deferred Action for Childhood Arrivals, or DACA, program. It gives certain immigrants who entered the country as children a two-year reprieve from possible deportation and lets them apply for a work permit. Most states, including Texas, allow them to get a driver's license as well. More

National Weather Service: Expect a warm, dry winter, North Texas

Last winter was a godsend. After surviving the driest year in Texas history, we got one of the wettest winters on record. Since April, though, North Texas has been racking up rain deficits, according to the National Weather Service's winter outlook. October was drier than usual, and November saw virtually no measurable rainfall, "resulting in a rapid intensification of the drought." Unfortunately, this winter won't bring much relief. More
