A federal appeals court upheld the first U.S. regulations aimed at reducing the gases blamed for global warming, handing down perhaps the most significant decision on the issue since a 2007 Supreme Court ruling that greenhouse gases could be controlled as air pollutants. The rules, which had been challenged by industry groups and several states, will reduce emissions of six heat-trapping gases from large industrial facilities such as factories and power plants, as well as from automobile tailpipes.     The U.S. Supreme Court decision to uphold nearly all the provisions of the two-year-old $940 billion health care reform law means that medical device manufacturers will begin paying a 2.3 percent excise tax on medical devices in 2013. The tax is expected to cost device manufacturers $20 billion annually unless Congress can overturn that portion of the law. More
